Sure, but don't discount all of "our own" people who have a direct stake and interest in muddying the waters.Sir, unambiguity is foremost. Especially in a fluid situation with conflict. Clear concise words should be used everytime.
This Siachen ambguity is still used till this day to conitune with rona dhona and marking territory as disputed.
The harsh (for some) truth is this: it's one thing to claim land, and another to have an active physical presence or constant patrolling there. The land currently encroached upon is essentially No Man's Land and we haven't had control of it in a very long time, to the point where the Chinese even built a road on it. When PM said territory, it should have been clear to most that he meant none of the territory which we currently hold - because when it comes to claims, our claims stretch all the way across PoJK and Aksai Chin. He meant, no new land has been lost. But still, extra clarity never hurts, especially in a situation like this, and I've always been a strong proponent that BJP should pick someone intelligent and articulate in English to carry out daily press briefings - both in peacetime, and even more so during conflict situations.
However while I can understand some common folks who don't do their own research being confused - there's truly no excuse for politicians, "experts", newspeople etc to be "confused" (though most are very likely doing it to intentionally obfuscate and put Modi and BJP in a spot). With their platforms, comes a certain amount of responsibility and obligation to the nation as well.
