From Gen Hooda's article, it appears that he is also concerned with MoD and CDS excessive focus on reducing pensionary burden which is coming in the way of modernising the Army.
Armed Forces pension has been an area which the policy babus in the country have been obsessed not today but since independence. The 1973 Pay commission reduced down the privilege of military pension to war-winning army from 70 per cent of last pay drawn to 50 per cent of last pay drawn thereby making faujis as civilians ( at par with civilian pensioner) irrespective of the fact there were no changes in Terms and Conditions of the Service. Military personnel continued to retire between 34 - 40 years of age. Today again no attention is being paid to provide any suitable civilian employment to young retiring soldiers but abuse have managed to pose pension as a major burden.
CDS Gen Rawat is ready to go down the history as a man who hit soldiers' pensionary benefits at Babu's behest.
However, no one is ready to implement the most practical way out. Recruit and train personnel for army where they serve for five years then transfer them to CAPF and other central police forces where they retire in 54 years of age with NPS.
All problems resolved. Standing Army with no pensionary burdon. 500 odd battalions of CAPF intact. However. here the interest of Babus comes in a conflict which is above national interest. Any Babu even suggesting that would be booked by CBI.or haunted by IB or Parven Sawney will be used to published a hit piece. . So that will not be accepted...
