As of 7th February, 29 M777 were delivered to the Indian Army.
One BAE systems official said it in one of the Defence Expo 2020 videos.

25 in flyway condition and 120 manufactured in India. 25 have already been delivered by BAE. Below article states that Mahindra has already started to deliver guns...

Not really, they are just throwing their weight around. Why would China engage in a costly war, that can destroy a significant part of its air and land based forces, unless it has a very strong reason to do so... Yes, it is ready for war, so are our forces.. But is China itching for war? I dont think so..

2 to 3 billion worth of investment over a period of 5 years will turn the whole ITBP into a proper mountain force. The ITBP size is 90000 most of them familiar to the Terrain and adapted to it, just using them to traverse the mountains with stick is a waste of Talent. Train them in Marksmanship and a defensive force is all set.
