Now it's too late they can not match Indian navy in numbers and technology.Recently I read an article in Paki strategic circle as to how Indian Navy cannot be the only power in Arabian Sea due to various issues it faces (Accidents, Project Delays etc) and how it needs to work with Pakistan Navy to to safe guard Arabian Sea.
It also spoke as to how Pakistan Navy cannot let Indian Navy to dominate Arabian Sea and it need to make sure there is a 'Balance of Power' to keep 'Indian Hegemonic design' in check.

Other part of developing an indigenous MIC is building IP and make sure its flows into the Industry. The TOT gained from foreign firms sit ideal in some PSU without getting distributed till its outdated.
We pay millions in consultancy fee alone, wouldn't it be better to have in house R&D firms that can weight in.

But is does keep them limited to being a pawn. In a wierd way having Pakis subservient to China is much better them having leverage against them. That way their options are limited. I am sure this will work but for that to be actually effective BrahMos needs to reach its stated maximum range of 800km and it needs to be inducted in numbers by the Navy.
