To understand the mindset behind what happened in Galwan, you need to understand the term 共匪 (gong fei), a slur extensively used by Chiang kai Shek. It means "communist bandit." When Mao began his "movement," CCP was like a pack of bandits, using medieval brutality to take over China. In a way all of India's naxallites can be termed gong fei.
Chiang kai Shek explained in great detail how these communist bandits are essentially sentient zombies that look like humans, and are "bred" to lack any empathy. Normalcy is an act. Mao wasn't smart enough to invent this concept, he only borrowed it from the bandits corps maintained by warlords of feudal China.
So in military terms, gong feis are a level below sub-conventional warfare. At least with Islamic terrorists, such as the ones in J&K, you're dealing with sub-conventional, emotion-driven brainwashed actors.
Modi is repeating Chiang kai Shek's mistake of thinking gong fei to be humans. By the time the Chinese nationalists figured this out, they lost much of their land.
They're not humans. They are to be treated as wild animals who have the dexterity of humans.
