Out of curiosity, I was looking up how much it would take for our SF to get modern essential gear considering that they already had High Cuts and held on to the Tavors and here it goes:
Comtacs: $400 - $600 (Lower end Earmor to higher-end Safariland with PTT)
Jumpable shooters cut PC: $100 (Armasen and others sell them for $100 or less in India)
Battle Belt and pouches: $100
Tactical pants and shirts with integrated kneepads ~ $100
Adding it all up the total comes down to less than 1000$ for each soldier which is approximately 80k INR. I don't understand how no one in the army has figured out that with the amount that the Army refunds to the MoD at the end of the year, they can equip their special forces to sub-international standards.

Even if the Army wanted to update its night fighting capabilities, I don't imagine it would cost more than $10k
per operator to equip them with indigenously made Rajak I-222B or other Binod sets.
Indian Army Regular Soldier requires Approximately Rs. 16 Lacs to get gears in par with world's best army.
AR = $ 1500 (Max)
Rifle Optics = $ 1000 (Magnifier or red dot)
High cut helmet = $ 600 (AK resistant and with other attachments)
Advanced Wideband Secure Personal Radio = $ 1,200
Plate Carrier with L4 plates = $ 1,100
ECWCS = $ 2,500 (2 sets)
Army dagger = $ 100
Extra Pouches and sleeping bags = $ 300
NVGs = $ 8,000 (allocated not to all soldiers)

TOTAL = $ 16,300
