Yes, I can endorse this. Has been happening since a week before the G20 meeting at Srinagar. That's also the same time China moved reinforcements.

Basically, both sides move troops to Ladakh/Tibet for wargaming/exercises, which naturally deter any surprise attack from the other side. There is no way of telling if things will escalate until they actually happen.
