Yeah, they are. After 1962 defeat, China did not move back from most of the areas in Ladakh, and few areas (Upper Subanshiri valley) in Arunachal Pradesh. That corresponds to their 1959 claim line. In the last 60 years after our defeat, we have done absolutely nothing to either reclaim or solidify our claims in these areas.
As for what Sir YKJ said, he said we did not lose any territory in this (2020) conflict. And it is largely correct, by largely, I mean, the line is blurry.
We can say the lost-patrolling access to Depsang is a lost territory. I don't consider it was under our control, but under China's, we only lay claim on it with weak occasional patrolling, same as how we have control till F4 in Pangong Tso, but occasionally patrolled till F8 & Sirijap.
We can say that the buffer zone agreed at PP17A in Gogra-Hotspring is loose of territory. The buffer zone is surely more towards our side, pushing us at a disadvantage, but then again, we can quickly rush in and take control of the territory if China tries some mischief. So, not technically under Chinese boots (yet).
