Russia to start licensed production of foreign military equipment
Russia will launch in July the licensed production of thermal imagers developed by a French firm as part of efforts to gain access to advanced foreign technologies, a Russian daily said on Friday.
A plant in the city of Vologda in central Russia will assemble the Thales-developed Catherine FC thermal imaging cameras for T-90 tanks in service with the Russian army.
"It is not a simple knock down assembly. We use Russian-made components to assemble the control system. After 2012 we will start using Russian optics and mechanics on these devices," the Gazeta newspaper quoted the plant's general director Alexander Korshunov as saying.
Localized production will allow Russia to reduce production and maintenance costs by at least 5-10% and manufacture thermal imagers for civilian purposes in the future.
Thermal imagers could be used for monitoring the efficiency of thermal insulation and detection of heat leaks, among other applications.
Russia might only be able to export thermal imagers produced at its plant with the permission of the French authorities. The list of potential customers will exclude so-called rogue states such as Iran.
According to experts, Russia is lagging 20-30 years behind the West in many areas of technological progress and is attempting to close the gap by purchasing production licenses abroad.
Russian military expert Pavel Felgenhauer contends that the development of Russia's defense industry in the next few years will be based solely on licensed production of foreign military equipment.
"We are so far behind the West that it is cheaper to buy technology [abroad] than to invent our own," Felgenhauer said.
Russia is holding talks on the licensed production of the Italian Beretta handguns, Israeli spy drones and French Mistral helicopter carriers.
Felgenhauer said the turn to licensed production was a logical and necessary move, as Russia had always developed its industry by borrowing technologies from the West.
"The Soviet Union bought tool-making equipment and whole assembly lines in the United States in the 1930s, Peter the Great brought technologies from Holland. Even the Kremlin, as we know, was built by Italians," the expert said.

Russian Armed Forces could receive more than 1,500 combat aircraft and about 200 air defense systems by 2020.
A new state arms procurement program for 2011-2020 will be adopted by the Russian government and signed by the president this fall, a deputy prime minister said on Tuesday.
"The deadline is the third quarter of this year," Sergei Ivanov told reporters in Moscow.
The draft program stipulates the upgrade of up to 11% of military equipment annually and will allow Russia to increase the share of modern weaponry to 70% by 2020.
Ivanov said the Defense Ministry and all security-related bodies are expected to submit the lists of all necessary armaments within a week to allow the defense industry enterprises to plan their work with an optimal output for the next decade.
According to the draft program, the Russian Armed Forces should receive, in particular, more than 1,500 combat aircraft and about 200 air defense systems by 2020.
Ivanov earlier asked President Dmitry Medvedev to authorize the increase of financing for the defense industry by 100 billion rubles ($3.4 bln) annually to ensure the efficient implementation of the program until 2020.
The Russian military is expected to receive 27 combat jets, over 50 helicopters and five battalions of S-400 air defense systems in 2010 under the current arms procurement program.

Russia to test new model of Kalashnikov assault rifle in 2011
State tests of the new model of Kalashnikov automatic rifles will be held in Russia next year, Izhmash Director General Vladimir Grodetsky said on Tuesday.
The new model of the legendary assault rifle, the AK-200, is based on the AK-74M and differs in weight (3.8 kilograms/8.4 lbs vs. 3.3 kilograms/7.3 lbs) and the magazine capacity (30, 50, 60 rounds vs. 30).
The AK-74, a developed version of the Kalashnikov rifle's first model, the AK-47, was introduced in 1974 and used by the Soviet forces during the Afghanistan conflict.
The AK-47 was originally created by Mikhail Kalashnikov, who as a WWII soldier was inspired to design the weapon after being wounded in 1941. While his first attempts were unsuccessful, he was given a position in weapons development, and by 1947 he had perfected his masterpiece.
Since then, the AK-47 has become the most widespread and famous assault rifle. Used by some 50 armies around the world, as well as countless urban guerrilla movements, it is also featured on the flag of Mozambique.
Kalashnikov received Russia's highest honorary title on his 90th birthday last November. Accepting the award, Kalashnikov voiced regret that his creation, the world's most widely used rifle, has been often misused.
Russian President Dmitry Medvedev described the AK-47 at the ceremony as "an excellent model of Russian weaponry" and "a national brand that makes each citizen proud."

Yak-130 crashes in Russia

A Russian warplane crashed on Saturday near the city of Lipetsk in central Russia but both pilots ejected safely, the Defense Ministry said.
Spokesman Lt. Col. Vladimir Drik said the Yak-130 crashed at 16:58 Moscow time during takeoff at the Lipetsk Air Force Training Center.
He said the pilots were "in satisfactory condition."
Drik said a special commission, headed by the Air Force chief of staff, was set up to look into the accident.
A ministry source told RIA Novosti the accident could have been caused by a technical defect but that the final conclusion would only be made after a thorough investigation.
The Yak-130 Mitten is a subsonic two-seat jet trainer/light attack aircraft.

Russia cannot afford professional army in near future - military
Russia will continue to rely heavily on conscription to man its Armed Forces in the near future rather than make a transition to fully professional army, a senior military official said on Monday.
"Our Armed Forces, while accomplishing a great number of tasks, have to rely on conscription due to the current economic situation in the country and limited resources," said Yuri Dashkin, head of the main directorate for morale in the Russian Armed Forces.
"The state simply cannot support the transition to a professional army," he explained.
All Russian men between the ages of 18 and 27 are obliged by law to perform one year of military service, but reports of military hazing and harsh conditions encourage people to evade conscription by bribing military officials and doctors for medical exemption certificates.
Following a series of incidents involving the deaths of military conscripts in the past few years, Russian authorities have moved to boost the safety of servicemen and improve the military's image.
However, the number of draft dodgers continues to grow. This trend is aggravated by the poor health of many Russian draftees and the "demographic hole" created in the 1990s.
The Russian military plans to draft about 270,000 eligible young people during the spring 2010 conscription.
In line with the ongoing military reform, the Russian Armed Forces will be downsized to 1 million personnel by 2016, enlisting 150,000 officers and about 745,000 soldiers.
The length of military service for draftees will remain unchanged at 1 year.

Russian defense spending will rise to 2.9% of GDP in 2011, up three tenths of a percent on the current year, a deputy finance minister said on Thursday.
"Defense spending in 2010 was 2.6% [of GDP], in 2011 the volume of funding will be 2.9%, in 2012 3% and then 3.2%," Anton Siluanov told the lower house of the Russian parliament.
He also said spending on defense contracts and arms procurement will also increase, but gave no specific figures.
State Duma Defense Committee head Viktor Zavarzin told RIA Novosti Russia's defense industry had yet to emerge from the ongoing crisis.
"Despite the measures taken by the government, the military-industrial complex as a whole has not overcome the state of financial, structural, technological, and personnel crisis," he said.
He said as a result of that, the cost of military products was constantly growing while their quality was declining.
Lt. Gen. Oleg Frolov, acting head of the Defense Ministry Arms Procurement Directorate, told the State Duma that more than 13 trillion rubles ($420 billion) would be allocated under a new state arms program for 2011-2020.
He said, however, that almost three times as much - 36 trillion rubles - would be needed to completely rearm and modernize the Russian military in the next decade.
He said the current figure would ensure the modernization of the Strategic Nuclear Forces and the Air Defense Forces, but leave little for the Ground Forces, the Navy, the Air Force, the Military Space Forces, and other branches of the military.

Russia's state arms exporter Rosoboronexport said Tuesday it had signed several contracts with the French defense firm Thales on the transfer of technology and delivery of communications equipment for Russian armored vehicles.
"The first contract involves transfer of technologies to Russia, which now will have the right to produce officially licensed thermal imagers at Vologda Optical and Mechanical Plant," said Igor Sevastyanov, Rosoboronexport deputy director general.

A wing of latest Russian Sukhoi-34 fighter bombers has successfully accomplished a non-stop 6-thousand-kilometre test flight from the region of Lipetsk south of Moscow to the region of Khabarovsk in the Russian Far East. The Sukhoi-34's predecessor in the niche, the Sukhoi-24, cannot fly further than 3 thousand kilometres.
The Sukhoi-34 is a two-seater with a length of 22 metres and a wingspan of 14.7 metres. The maximum speed is 19 hundred kilometres an hour.

The first-ever crash of Ka-60 Orca shrouded in secrecy
Two test-pilot were seriously injured in emergency landing in Moscow Ka - 60 " Killer Whale " (Photo). U.S. to cooperate with Russia on global missile defense system

The United States is ready to cooperate with Russia toward the creation of a global missile defense system, the U.S. Ambassador to Russia said on Monday.
"We will continue this dialogue so that Russia and we can work together on the creation of a global missile defense system," John Beyrle said in Russian while speaking to students and staff at a Moscow university.
U.S.-Russia relations have seen a dramatic increase since Russian President Dmitry Medvedev and his U.S. counterpart Barack Obama announced last year a new policy of resetting bilateral ties and overcoming Cold-War era set-backs.
Although Obama scrapped last September earlier plans to deploy missile defense elements in the Czech Republic and Poland, Washington has not given up on its European missile shield initiative.
In May, the United States opened a temporary military base in northern Poland, just 80 km (50 miles) from the border of Russia's Baltic exclave of Kaliningrad, in accordance with an agreement negotiated under former President George Bush in 2008 – a move which drew much criticism from Russia.
The United States is also in talks with Bulgaria and Romania on deploying elements of the U.S. missile shield on their territories from 2015.

Russia Admits It Needs To Modernize Its Navy

Russia's reviewed plans for naval modernization include the supply of 15 new warships, including frigates, missile boats and submarines, to the Black Sea Fleet by 2020. The decision was recently made public by Navy Commander-in-Chief Admiral Vladimir Vysotsky.
Taking into account the high cost and complexity of the modern projects, the new ships will be modernized versions of already tried and tested projects.
The decision indicates that Russia's political and military leadership is dissatisfied with the speed and cost of building warships as part of new projects. Modernizing the Black Sea Fleet is also a priority because it is currently comprised of the country's oldest warships.
Analysts point out that this is the first decision on modernizing the fleet taken since Mikhail Gorbachev launched perestroika in the late 1980s.
The Black Sea Fleet has over 40 warships of different classes, many of which will be decommissioned by the early 2020s, and several dozen auxiliary vessels, which are also becoming obsolete. Moreover, it is said that only a half of these warships and vessels are in working order and combat ready.
So far it is not clear which ships and vessels will be built for the Black Sea Fleet, but some say the list includes three Project 636M submarines, three or four Project 11356 frigates and six Tornado class Project 21632 missile/artillery boats.
Russian shipyards can build large numbers of Project 11356 frigates and Project 636 submarines quickly, but the same is not true of the Tornado class missile boats. On the other hand, these missile boats will be modeled on the tried and tested Project 21630, which has a relatively simple design.
This scenario for modernizing the fleet could shorten the process and is set to cost about 100 billion rubles ($3.2 billion) by 2020. The ships and vessels to be commissioned by that time will form the basis for the fleet's subsequent strengthening as warships from new projects are added. If these plans are carried out, the Black Sea Fleet will comprise from 35 to 40 new warships with a maximum age of 10-12 years and a 30 year service life.
The Black Sea Fleet currently has two key tasks: to control the Black Sea and ensure the safety of Russia's southern borders, and deploy to the Mediterranean Sea and the Indian Ocean as needed.
If it is to be able to fulfill the former task, the fleet needs combat-ready missile boats, corvettes, small submarines as well as aircraft and coastal forces, including marines.
The latter task can be assigned only to long-range sea and ocean-faring groups, such as frigates accompanied by support ships.
Since Russia has made its interest in the Mediterranean and the Indian Ocean clear, the Black Sea Fleet must have ocean-faring vessels. Its frigates would be able to carry out combat duties in the Mediterranean and the Indian Ocean faster than the warships of the Baltic or Northern Fleets, which would take a lot longer just to reach either destination.
Ideally, modernizing the Black Sea Fleet, and subsequently Russia's other fleets, will allow the country to maintain naval task groups capable of discharging a wide range of duties, from peacekeeping and humanitarian operations to combat roles in the key operational theaters around the world.
But it takes more than just political will and funding to realize these plans. Russia also needs to sign a new agreement with Ukraine because the existing documents concerning the Black Sea Fleet's status stipulate that Russia has to coordinate the modernization of the fleet and its coastal infrastructure with the Ukrainian authorities.
Such coordination will not be a problem as things stand currently in terms of politics, but the situation might change over time, so it would be reasonable to use this period of good relations with Ukraine to review the status of the Black Sea Fleet and expand Russia's rights.
The renewal of the Black Sea Fleet will be financed under the state rearmament program for 2010-2020, which is still being drafted. Officers of the Russian Defense Ministry say that its bottom-line funding, 13 trillion rubles ($419 billion), will not cover the modernization of the Navy, particularly such large groups as the Northern and Pacific Fleets, which require larger groups of more powerful and expensive warships than either the Black Sea or the Baltic Fleets.
Moreover, rearmament cannot be limited to spending on warships; its cost will increase dramatically given the need for a new naval infrastructure, landing vessels, naval aircraft and auxiliary ships, as well as support vessels and repair facilities. But without them any naval modernization would be incomplete and hence ineffective.
