Russia to hold talks with France on purchasing artillery navigation system

the Russian Defense Ministry will hold talks during an international engineering forum near Moscow with France's Sagem Defense Securite on the possible purchase of a Sigma 30 inertial navigation system.

The Engineering Technologies International Forum 2010 will be held from June 30 through July 4 in the town of Zhukovsky, 40 kilometers southeast of Moscow.

Earlier this month, Russian Deputy Defense Minister Vladimir Popovkin invited the French-based Sagem company (SAFRAN group), a European leader in defense and consumer electronics, for talks in Moscow.

Popovkin said Russia is interested in purchasing the Sigma 30 artillery navigation and pointing system as part of efforts to modernize its Smerch and Grad multiple rocket launchers.

"We are ready to offer Russia the Sigma 30 system for the modernization of the Russian artillery and multiple rocket launchers," a Sagem spokesman told RIA Novosti.

He said Sagem delivers Sigma systems to a wide range of Russian military manufacturers, including Sukhoi.

"There is a demand for the latest navigation and pointing systems because the firing range of the modernized multiple rocket launchers like the Grad has risen from 40 to 50-60 kilometers and fire control systems therefore also need to be modernized," the spokesman said.

The Sigma 30 artillery navigation and pointing system is designed for high-precision firing at short notice. (RIA Novosti)

Fire breaks out at Russian missile maker: official

Moscow, Jun 30 (AFP) A major fire broke out today in Moscow at a building belonging to Russian missile manufacturer Almaz, the maker of air defence weapons including the S-300 missile system, officials said.

The fire at the company's design bureau had spread over an area measuring 800 square metres and dozens of firefighters had been sent to the scene, a spokesman for the Emergency Ministry, Yevgeny Bobylev said.

State television pictures showed a huge cloud of grey smoke rising into the sky from the area affected in the north of Moscow. Its cause was not immediately clear.

Yes A.V., It is quiet unusual. I feel it could impact the confidence of russian arms buyers like India & even the russian defence industries. In addition, India is already using the Smerch Rocket Launcher.

It is leading to the French domination of Russian Army electronics, large shipbuilding, and helicopter engines. We already run their automobile industry. Italian domination of small arms and civilian helicopter design. German domination of trucks and light armour. Israeli domination of UAVs. Ukrainian domination of strategic transport. Only time will tell how much further Russian capabilities have degraded by what they look at next. It is rather disconcerting that their best company "Almaz-Antey" had a fire that destroyed a 7 story building.

India already bought the Sigma 30. That is probably where Russia got the idea from.

PAKDA a Russian Stealth bomber

The PAK DA (or PAK-DA), is a next generation strategic bomber which is being developed by Russia. It stands for Perspektivnyi Aviatsionnyi Kompleks Dalney Aviatsyi which means Future Air Complex for Strategic Air Forces. The PAK DA is going to be heavily based on Russia's current supersonic bomber Tupolev Tu-160 and is expected to have it's maiden flight by 2015.

Russian Air Force has made tactical and technical requirements for a new generation of strategic bombers, as reported Interfax.

According to Russian Air Force commander Aleksandr Zelin, work on a new bomber has already begun. "The requirements are formulated, and many firms are now implementing plans" – said Zelin.

According to available information, the aircraft being developed under the project PAK DA (prospective aviation complex long-distance aircraft), will be computed on the basis of construction of a supersonic Tu-160 bomber. According to specialists, to create a new aircraft will take from 5 to 8 years, and the first flight of bombers to be expected after 2015.

Currently, the Russian airforce has Tu-95 and Tu-160 strategic bombers, as well as long range Tu-22 bombers. They can carry bombs and cruise missiles. The aircraft of these types are currently undergoing modernization.

Reports also say that the new bomber will have stealth characteristics.

Russia to test-launch 10-12 ICBMs a year through 2020

Russia's Armed Forces will test-launch up to 12 ballistic missiles a year over the next decade, a top military official said on Thursday.

"We currently carry out 10-12 ballistic missile launches a year and we will maintain this level in the foreseeable future," Lt. Gen. Alexander Burutin, first deputy chief of the General Staff of the Russian Armed Forces, said after a meeting of the State Duma Defense Committee.

The committee advised earlier in the day the lower house of the Russian parliament to ratify a new strategic arms reduction deal with the U.S.

He said under the new treaty, Russia is to transfer to the United States telemetric data on only five ballistic missile launches a year.

He also said Russia would not destroy a single missile or launcher whose service life was not over yet.

Burutin said in previous years Russia had failed to modernize its strategic nuclear shield.

"Therefore a significant portion [of the nuclear arsenal] is in such condition that sooner or later it will be technologically unable to ensure the guaranteed use of nuclear weapons," he said.

The treaty was signed on April 8 in Prague, replacing the START 1 treaty that expired in December 2009. The document was submitted to the U.S. Senate on May 13 and to the State Duma on May 28. The Russian and U.S. presidents have agreed that the ratification processes should be simultaneous.

The new pact stipulates that the number of nuclear warheads is to be reduced to 1,550 on each side, while the number of deployed and non-deployed delivery vehicles must not exceed 800 on either side.

Russia sets up four strategic commands

Russian President Dmitry Medvedev has issued a decree establishing four strategic commands in the Armed Forces and an integrated logistic support system, a top military official said on Wednesday.
Gen. Nikolai Makarov, chief of the General Staff of the Russian Armed Forces, said Russia's six military districts will be reorganized into four with four respective strategic commands.
The Moscow and Leningrad military districts will be merged into the Western Military District (West Strategic Command) and will also include the Northern and Baltic Fleets.
The North Caucasus Military District will be changed to the South Military District (South Strategic Command) and will include the Black Sea Fleet.
The Volga-Urals Military District and the western part of the Siberian Military District will be merged to form the Central Military District (Center Strategic Command).
The remaining part of the Siberian Military District will be merged with the Far East Military District into the East Military District (East Strategic Command) and will include the Pacific Fleet.
Deputy Defense Minister Col. Gen. Dmitry Bulgakov will be chief of the Integrated Logistic Support System.

Heat forces Russian Army to halt use of certain ammo, ease dress code

The Russian Army will temporarily refrain from using incendiary ammunition during military training exercises due to the extremely hot weather, a spokesman for the Russian Army told RIA Novosti on Wednesday.
"Additional security measures... are being taken in the Russian Army in relation with the jump in temperatures... tracer, incendiary and illumination munitions have been temporarily prohibited during military training exercises," Col. Oleg Yushkov said.
Personnel are prohibited from remaining in the sun for long time and have been provided with additional drinking water, he said.
"The dress code has been eased during the hot weather: sleeves may be rolled up to the elbows of [the soldiers'] camouflage and the upper buttons may be unbuttoned," Yushkov said.
Last week, violation of safety regulations at a military training ground in central Russia's Saratov region caused a blast which killed an officer.
Such incidents are common in Russia. On July 3, six servicemen were killed by a blast which occurred during the disposal of explosives at a military firing range in south Siberia's Altai Territory.
One person was killed in a blast at a military training facility in central Russia's Ryazan in June. A total of 10 servicemen died in two separate incidents in November 2009 at an arms depot in the city of Ulyanovsk, in Russia's Volga region.

Most of Russians against nuclear disarmament - poll

The majority of Russians (60 percent) are against further nuclear disarmament, with numbers in favor dropping significantly since the end of the Soviet era, the Russia Public Opinion Research Center (VTsIOM) said on Thursday.
Half of Russians believe the country needs nuclear weapons to assure its security in case of war, according to VTsIOM's latest survey. A quarter said nuclear weapons should be preserved to demonstrate Russia's political power, with only 4 percent saying the stockpile is needed to counter U.S. military potential.
In 1991, almost half of Russians (48 percent) were in favor of nuclear disarmament, the pollster said. Now, the figure stands at 19 percent.
VTsIOM analyst Yulia Baskakova said the drop indicated that Russians no longer welcome disarmament as the country's defense potential has already decreased significantly since Soviet times. They believe that further cuts of nuclear stockpiles would pose a threat to Russia's security.
However, Baskakova said the figures also showed significant changes in Russians' mentality since the collapse of the Soviet Union.
"Then, there was a mass euphoria, many hoped that the fall of the Iron Curtain would bring universal peace and strengthen cooperation with other countries. But practice has showed that Russia has maintained its own interests in the political arena, and these do not always coincide with those of other nations - namely, a bid to maintain its place among great powers," she said.
When asked who benefited more from the signing of a new arms cuts treaty between Russia and the United States, 33 percent said both countries, 22 percent answered Washington, and 4 percent said Russia. More than a quarter of Russians (27 percent) said the pact benefited the entire world.

Medvedev warns officials on militant strikes

Stung by the attack on a hydro-electrical station in the Caucasus, Russian President Dmitry Medvedev on Thursday threatened to sack officials in charge of security if there was another militant strike on infrastructural installations in the country.

He also ordered them to enact a new set of security arrangements to protect the "soft" targets.

"Law enforcement and security agencies and power companies, as well as the government, must do all they can to make sure that such things do not happen again. If they do, none of the law enforcement, security and energy company chiefs will keep their jobs. All of them will be sacked," a visibly upset Medvedev in his televised remarks said.

In a pre-dawn attack on Wednesday, a group of six militants had attacked the Baksan Hydropower Plant in the Republic of Kabardino-Balkaria in volatile North Caucasus, killing two security guards.

Medvedev, who has just returned from Finland, expressed surprise at the "improper security" of the crucial installation in "the region where anti-terror operations are underway".

He ordered vice premier Igor Sechin to prepare a set of security measures within one month to ensure the security of energy infrastructure in the country.

Putin promises 'bright life' to Russian spies

MOSCOW: Prime Minister Vladimir Putin, a former KGB sleuth himself has promised "bright life" to 10 Russian spies exchanged with the US, including 'hot spy' Anna Chapman, and even sang patriotic songs with them.

Putin blamed 'betrayal' as the cause of busting Russian spy ring in the US and pledged to provide 'decent' jobs to the failed spies swapped under a deal between the two countries.

"I am sure they will work in decent places, I am sure they will have an interesting and bright life," Putin told reporters during his visit to Ukraine.

Putin, himself a former KGB spy in East Germany, for the first time disclosed to his pool reporters that he had met with the 10 deported agents including 'hot' spy Anna Chapman and sang 'patriotic songs' with them, NTV reported.

"We talked about life. We sang but not with a karaoke box. We sang to live music and we sang 'Where the Motherland Begins' and other such songs," Putin said replying to journalists yesterday.

Putin declared that he knew all the betrayers by name and any further action against them was the matter for the secret services, which 'live under their own laws'.

"This was a result of betrayal. They (traitors) always end up in a gutter, taking to drink or drugs," he said.

Obviously on the basis of his own personal experience as KGB agent in Germany he said the life of a spy was very tough.

"Imagine - they have to master a foreign language as your own mother tounge, think and speak in it, fulfil tasks in the interests of their motherland for many years without counting on diplomatic immunity," Putin said in his televised comments.

He confirmed that the agents cover had been blown as a result of treachery and he knew the names of all the traitors.

"There is nothing much to comment on there. I have already said that it was a result of treachery, and traitors always end up badly either from abuse of alcohol or drugs, somewhere in the gutter. One has recently ended up almost like this. And I don't understand what it was all about," Putin was quoted as saying.

When asked whether he would disclose names of the traitors, he said, "This is an incorrect question. It cannot be solved at a press conference. They live by their own laws, and all special services are well aware of these laws."

The group of 10 spies, many of whom had been working for years undercover in the United States as sleeper agents, returned to Russia earlier this month in a swap that saw Moscow send four Russian convicts to America.

U.S., Japanese warships take part in Russian Navy Day festivities

Several U.S. and Japanese warships are taking part in celebrations dedicated to the Russian Navy Day, a spokesperson for the Russian Pacific Fleet said on Sunday.
"Two groups of U.S. and Japanese warships, which arrived on Friday in the Pacific Fleet's main naval base [in Vladivostok] on an unofficial visit, are taking part in the festivities," the spokesperson said.
A U.S. mine sweeper and a frigate, and a Japanese destroyer and a frigate have lined up in the Vladivostok harbor alongside the Russian warships, led by missile cruiser Varyag.
The visit will continue through July 27 and includes brief joint drills to promote closer ties between navies in the Asia Pacific region.
Russia celebrates the Navy Day on the last Sunday of July.
The festivities usually include a military parade, a number of sport and cultural events and an exhibition of skills by naval personnel.

Russia may spend more than €10 billion on weapons from Europe and Israel over the next 5 years.

Experts at a Moscow-based research institute predict Russians will see two €1.5 billion deals within the next couple of years.

The first will be a purchase of 4 Mistral-class warships, which are primarily helicopter carriers, from France. Prime Minister Putin negotiated the possible terms during his recent visit to the country.

The second deal will be 3,000 light-armoured LMV vehicles from an Italian firm, Iveco. They are used in hot spots to protect infantry from gunfire and bombs.

Other contracts are thought to be in the pipeline for the next 5 or 6 years, including a purchase of Israel air-space industry models of unmanned aircraft and a deal with another French firm for thermal imaging equipment, which in total will cost €10 billion.

Traditionally, Russia has been an exporter than rather an importer of weapons: currently the country is the second largest exporter of weapons in the world, covering 23% of the market. As for imports of arms, between 2005 and 2009, Russia was ranked as 80th in the world.

The reason for such change in tactics is an absence of its own technologies that would enable Russia to build the Mistral-class warships or, for example, complex military electronics. It will take years to develop such technologies, so Russian authorities decided to purchase it and, at the same time, maintain the high level of exports.

"This is absolutely normal," Puslan Pukhov from the Centre for Analysis of Strategies and Technologies told RT. "After the end of the Cold War, all the countries of the world are not only exporting the weapons, but also importing them – like the US. There is no single country which is capable of producing good equipment for itself. Sometimes other countries produce excellent equipment and it is much cheaper to buy it than to develop it."

All this is part of a broader plan by President Medvedev to upgrade 30% of the country's arms by 2015.

The Soviet-era facility is operated under a 1971 agreement by Russian personnel.
Since 1992 the port has been in disrepair, with only one of its three floating piers operational.
According to Navy experts, the facility is being renovated to serve as a foothold for a permanent Russian naval presence in the Mediterranean.
