The problem with Pak is low IQ and intellect, their present culture promotes self-hatred and tries to negate the identities of their ancestors.
There's a difference between modern nation-states and civilizational states. The idea of modern-day nation-states is just a few centuries old starting with the French Revolution, the idea of individual rights, constitution, liberty etc. all come from there. So, technically there were no countries prior to the French rev.
But the concepts of India, Greece, China etc. are civilizational. For example, the history of the USA is just a few centuries old. While civilizational states like Indian, China, Greece, Rome etc. date back thousands of years. These are cultural continuities.

If there was no India then what is Maha'bharata'? A 3000-year-old composition that is 10 times the size of Greek Epics Iliad and Odyssey combined..where did this 'Bharata' in Mahabharata come from? How could the Rig Veda clearly define the geographical boundaries of this landmass called Bharata?
What was Columbus searching for when he accidentally discovered America?
What were the ancient Greek Philosophers and historians talking about when they clearly mentioned the area beyond Kabul as 'Indica'? The ancient Chinese also clearly defined the geographical boundaries of India and referred to the people of the land as Yìndu. Also, culturally India dominated a chunk of the world, right from Central Asia(Mongolia, Turks etc.) to South East Asia(Indonesia, Malay etc.) to Tibet, China, Korea and Japan.

Instead of creating a tier 1 force from scratch instead we can just make 9th or both 9th and 10th to tier 1 lvl .is that a good idea?

IMO I would prefer a new unit with its own selection training mandate. The SF battalions at large can send soldiers for this selection.

The selection has to be a far tougher evolution of the selection of for SF. It has to validate not just their skill and physical fitness but also experience. Currently SF selection only validates physical and mental toughness
