Any estimate of how much money would be required to equip our 8500-9500 strong SF (comprising of 5-6K Para SF + 1.5 K Garud + 2K Marcos) upto NATO SF standards?

Both federal (gsg-9, mek) and internal intelligence agency (department s) has highly equipped and trained sf units for combat terrorism. Your right on one point India is not Germany, since German Federal government has got more balls to upheld their law and constitution, unlike the case here. If the government had the guts, they would have imposed president rule in WB after those post poll violence over there, hence the reason why you need to grow a serious pair

Well stf comes under IB and yes you right NSG and QAT can work parallel with IBNo point in constituting separate special forces in IB. The IB comes under MHA which already has special/semi-special forces like NSG, CRPF QATs etc. In addition, each of the CAPFs have commando wings under them. That is enough for operations within India.
What is required is to modernize them, equip them with advanced weapons and gadgets and most importantly the political will to utilize them.

I would GOI takes every ruling of Supreme Court on any policy issues as some sort of divine ruling and implement to to the last word, even rejecting the laws passed by the Parliament, then what is the problem in implementing the Police reforms.
