Their military industrial complex is standing on the hard work done during the era of USSR. If Pakistan court Russians, then they will have to pay lot of Euros to purchase any military equipment. Russia doesn't accept US dollar these days in trade. So for a country with peanut forex reserves of $10 billion with external debt of more than $110 billion and rising every single year, Pakistanis won't be shopping much of Russian military equipment which will run into even 1 billion Euros.

And Russians don't do charity definitely not at this time when they themselves are in need of money from outside. Pakistanis in the next decade 2020-2030 will be continuously on a begging mode given the amount they owe to external creditors and also to China. Their exports are barely $25 billion and imports are nearly $60 billion. Although they have brought down imports and can bridge the deficit through remittances they still have massive repayments they have to make to service external debt every single year.
