That's not how they do it. They only restrict it at the software level. For example - P8 aircraft same radar like American ones at the hardware level but our radar literally have half the capability of there radar. When they make export Variants of any equipment they just changed the software coding and restrict it's capabilities. That's why Americans regularly inspect there equipment to make sure any softwares hasn't changed . And also to check on there critical parts like t/r modules that's what they do on our p8 . They only make completely new Variant when there are quite a lot critical parts.$10 says Lockheed is planning to pitch a new India-specific F-35 variant: CTOL, lacking in classified radar-absorbing material though still offering the RCS benefits of the design; some other areas of cost-cutting, but acres of room for future upgrades, including radar absorbing material when Pentagon feels the time is right.
