It is the intimidation factor they are after. They know that their missiles have 20% hit possibility. Hence larger numbers have to be used. Any American or Israeli missile has 70 to 80% hit possibility, hence one missile is more than enough.

they can have them camaflauged and coordinate a full scale attack on a armoured column advancing without giving the time to react and engage them as there will be many, and so many people at a time in exercise means they can bette coordinate in picking up targets between them in the mountaineous regions when fighting ferocious indian soldiers deterring chinese advance.

so many people at a place can learn more lessons form multiple mistakes from different players in a single day.
