It's more like military hardware diplomacy to keep Russia indulged. China can very well make a medium-lift helicopter when it is already making a plethora of military hardware ranging from attack hepters to fighter jets to strategic lifters.

China can create airframe, but proper engine nope. Particularly gearbox for such heavyweight heli is tormenting. Russia with mi 26 has the most powerful gearbox.

Maybe later, Russia may supply engine for Chinese substitutes
