This is a clear evident govt least cared about soldiers safety as they have not taken any step to speed up the armored protection carrier procurement even after Pulwama like incident. Spending diwali with frontline soldiers does not mean caring for soldiers, soldiers should be equipped with all protection gadgets while engaged in terrorist infested places. Still soliders forced to travel in SUVs with no basic armored protection that cannot even withstand a bullet fired from a pistol
Even smaller nations equip the soldiers with sopisticated armored protection SUVs. Its only us still use 4 decades old Gypsy in hostile areas

That area in Manipur first of all , i think is not a majorly affected by insurgency ,otherwise why some army officer will keep his family with him ?
Every where you don't , just don't provide such equipment , Assam rifles is anyways under home ministry , not defence ministry .
Yes there are army officiers but Assam rifles is not part of it .
So the level of equipment is bad , but not as bad you would think.

Its near myanmar border prone to terrorist attacks, no way they can use civilian based SUVs. Even when COAS visited poonch he was travelling in TATA SUVs with no armored protection. its pathetic govt delays the procurement even after so many terror attacks, amid all inhouse automobile industry has built a prototype and ready to mass produce in quick turn around time

Chinese may not be involved , RDX for the IED is used for blasting in quarries . could have been stolen or brought illegally.

if the chinese are involved , maybe India will do another bus attack in POK .

Govt cannot look into each and every minute things that should be done in a 10 lakh plus force. It's up to the Army to move the file till Defence Acquisition Council, the first point of contact where the acquisition comes under the eyes of the government. Are you seriously expecting GoI, PM and Def Min to personally run around and say "Buy this gun, Buy that missile, Buy that Jet " like that? The Army haven't even bothered to take out the Para SF from the Para airborne infantry battalion and place it under a dedicated SF commander. Army haven't even bothered till now to build a combined Special forces Doctrine or a special forces warfare school. The Army haven't thought whether they need these much special force troops in the first place. IA alone has nearly 7000 of them. The combined SF of 3 services are 10,000+. Heck the US SOCCOM that does operations all around the globe 24*7 has only around 8,000 combat troops. What must PM Modi do now? Teach Army 'Introduction to Special operations 101'?
After the Pulwama, if Army or CRPF had bothered to acquire advanced transportation vehicles and moved the files to GoI, do u think GoI, DM or PM would have rejected?
Army hasn't even put up such a request in the first place? Now what GoI must do? Teach Army 'Introduction to safer troops transport 101' curriculum?
Some kestrels were ordered after Galwan. Army has not yet inducted and have asked the manufacturer to replace some mechanical systems of door operating mechanism with electrical systems during trials recently.
In the case of ATAGS cleared by Nirmala Sitharaman,. Army have asked the electrical systems to be replaced with mechanical, hydraulic systems
