If I have to guess, its a combination of unknowns....they do not know how US or west will react economically as well as military help to India. This war might break open the whole Tibet into top #1 issues of the world plus ofcourse its Modi not congi govt and GOI proved that its not going to tie IA hands and ready to go full course showdown.
