sure,That’s one way to look at it. It’s not the case that GoI is not doing anything.

We don’t have treaties with anyone, so GoI working style is bound to be different.

and let’s not forget our diplomatic corps number is less than optimal for country India’s size. There are articles and opeds on it. Foreign ministry has to use their resources wisely.
