I would like to see fully locally made (all major components and ammo locally made) -
1. Light tanks and heavy tanks
2. IFVs
3. Self propelled and towed guns
4. Fighter and bomber aircrafts
5. Frigate type ships in large quantity
6. Strategic (missile firing) subs
7. All kinds of individual soldier's weapons (the individual soldier and small teams should get highest priority)

Field hospitals, and adequate training of military physicians like Israel's IDF. Each and every one of our soldiers deserves highest level of life saving technology, and training. I have heard that in IDF there is one trained trauma management specialist for every 10 soldiers. The IDF has one of the lowest casualty rates in the world. Each soldier should be equipped with highest level of bullet proof, shrapnel protection method of clothing. Soldiers posted on Siachin glacier should not die from high altitude sickness. It takes lot of money, time, and training to build a recruit in to a fighting experienced soldier. Losing his life to a stray bullet because of lack of bulletproof vest, or his legs, and knees getting shattered without ceramic plates is pathetic. As I am writing this, the ISIS troops are ready to attack Baghdad. The coalition forces have tried to annihilate the ISIS fighters by flying over 1000 sorties with decent success, but not prevented them from reforming. Ultimately it is the well fed, well equipped foot soldier who will hold the ground. I have read a lot about INSAS being a poorly made equipment. The USA armed forces also had issues with M16 carbines in Vietnam. The DRDO needs to admit it's failure, and find a partner to built high quality multipurpose carbines, or let the army import them.

Sukhoi/HAL-FGFA, HAL AMCA, Dassault Rafale, AURA UCAV, INS Vikrant, INS Vishal, all kolkata class Destroyers, all Shivalik class & Talwar class Frigates, all Kamorta class Corvettes, all INS Arihant class SSBN & SSN, at least 55 Indian Air Force Squadrons, 75+ major surface combatants, at least 35 submarines including 12-14 Nuclear submarines, fully F-INSAS Indian Army, a strong missile defence and highest range ICBM of more than 16,000 KM range.........!!!!

Time has come for India to set up a particular policy on Defence, Military Observer panel like many western powers to build up a strong global Indian Military reach. India must develop a military might capable of fighting two China-size countries at a time, then India will fight China very well, otherwise there will be no chance for a fight with China's military clout. With the increase of the economy, India should increase its defence expenditure fruitfully, mainly the capital expenditure and it should allocate proportionate fundings for three armed force services. For defending itself against countries like China, India should have 10-12 Nuclear Submarines of both SSN & SSBN types, at least 3-4 Aircraft Carriers with at least one 80,000-90,000 tonnes, at least 400-500 stealth fighters in IAF, at least 6,000 Main Battle Tanks, at least 12,000 artillery guns, at least 1,000 Multiple Rocket Launchers, at least 10,000 Armoured Vehicles, at least 500 Helicopters for Army, at least 1,100 combat aircrafts for IAF.

At the peak of its Military Power Chandragupt's Army had:-

Elephants - 9000
Chariots -8000
Cavalry -30,000
Infantry - 600,000 to 700,000

Any combination of modern fighting equipment better than this should suffice.

Add to this the requirement of a modern Air Force & Navy

And another dimension of a Space force ( operating from space stations / satellites )

A fully satisfying scenario.

Time has come for Indian Government to change its military doctrine and its deterence posture towards our enemies. First of all, India should change its 'Minimum credible deterence' posture into a 'Maximum incredible posture', secondly India should reconsider its 'No-first Use' policy of nuclear warheads as its arch rival Pakistan has a declared policy of first use & growing competitor China also has same mindset towards India, thirdly India should consider its military power as a part of its development and progress. With the gradual increase of its economy, India should spend at least 2.5-3% on defence of its GDP, which is standing at 1.8% today down from 2.3% in 2011-12. India should accept the offers of its friendly nations for developing naval ports or naval base or naval berthing facilities as China has already adopted a policy to acquire foreign port and bases at Indian Ocean Region, India should do the same. India should come out of its past theory of not to take foreign bases, India need this.

Night vision, optics, thermal sights and some proper sniper rifles would be good.
Good camo also would help a lot. Flash grenades and combat shotguns for COIN are appreciated.

New Delhi: Advocating for a larger role for India in the Indian Ocean Region and ASEAN, which are witnessing an increased Chinese influence, Defence Minister Manohar Parrikar today hinted at the possibility of having a more liberalised defence exports regime for friendly nations.

He also said the government was working on a policy under which certain defence industry related items would be banned from being imported to boost the domestic manufacturing sector and hoped that "we will be able to soon come out with it".

Laying emphasis on the need for defence exports, Parrikar said many countries are looking at India for support as they are being "threatened" by others.

"Sometime you have to make common viewpoint with your neighbours. You need to build goodwill for yourself in the region whether it is Indian Ocean Region or ASEAN... Whichever area, you need to develop support for your viewpoint around and within 1,000-2,000 kms of your location," he said.

Addressing a seminar here, Parrikar said "many of them are threatened by others" and they are looking at India with a hope that it will come to their support in time of need.

"Many of them want to build up their defence strategies. You can develop or support peace... The best peace can come to you if you are strong. There is no weightage of a weak person talking about peace," he said.

Parrikar said exports of weapons at times can help strengthen countries which will indirectly ensure that peace and stability comes to the region.

"Of course you have to be careful about which countries to export. There are countries that are by nature aggressive. There are countries where conflicts are in such a boiling state, it's a perpetual issue of security," he said, adding one needs to ensure supply of arms to nations or export oriented items are sent to countries that have a sensible purpose of using it.

He said one needs to make sure that arms do not go into wrong hands and gave the example of ISIS, which is using weapons that were given by foreign powers to Iraqi forces.

The Defence Ministry, in a report earlier this week, had said India remains conscious and watchful of the implications of China's "increasing military profile in our immediate and extended neighbourhood, as well as the development of strategic infrastructure by China in border areas".

Without naming China which is in territorial dispute with several countries over South China Sea, the report said, "The contestations over island territories in the Asia Pacific have created tensions in the region and threaten to polarise the Asia Pacific community."

1)light weight BPJ(6-8 kg)
2)Suitable Combat helmet to mount any night/thermal devices
3)Combat shoes and gloves
4)Fire retardant uniform/clothing
5)Light machine guns with scopes
6).408 or .50bmg sniper rifles
7)All terrain vechiles
8)Good Assault rifle with a scope for hitting upto 600m

1.Supercomputers for the Army
I would like to see supercomputers being used for cyber warfare. Cyber warfare units would have to be created in the Corps of Signals. The supercomputers would allow them to create weapons grade code. However, proper training in the field of coding will have to be provided to select personnel of the corps. The corps itself would require an accretion in manpower. EW capabilities also need to be enhanced in conjunction.
2.Strategic Bombers for the Air Force
It goes without saying that the bomber needs to have stealth capabilities. That would really enhance our nuclear strike and strategic bombardment capability and greatly enhance deterrence. It would also complicate Chinese air defence planning, most of which is concentrated along China's coast. Please note that it would also make Indian Air Force the only one (apart from U.S.(stealth), China and Russia) that operates such an aircraft. It also complements cold start doctrine.
Note: A bomber needs to have a range of at least 8000 km to be classified as a Strategic Bomber.
3.Aegis-class air defence destroyers and LASER CIWS for the Navy:
Aegis-class air defence destroyers : These destroyers would have area defence and anti-satellite capabilities. This would render the Df-21D obsolete to an extent.
LASER CIWS : For protection against the Wu-14 and the like. (I know the system sounds far fetched but so is the weapon it is supposed to defend from)
4.Strategic Forces Command:
A decent Biological WMD with an antidote. The WMD should not kill but incapacitate the targets. And of course, it should be easy to deploy and disperse.
5.Structural change:
This does not qualify as equipment, but still.....
A Joint Chief of Staff and a Defence ministry run by retired Officers of the three services, not bureaucrats that have no knowledge of military what-so-ever.

1. EMP guns operating from satellites.
2. More defense spy satellites solely to monitor enemy movements.
3. Triple the number of attack submarines.
4. 10 times the number of aircraft carriers.
5. High-speed Connectivity and digitization.
6. Centralized command center for all armed forces.
7. Cyber warfare capabilities.
8. Hell a lot of nuclear war heads for sole deterrence purpose.

First we need a level playing ground here . I see some people with shopping lists of multiple hundred billion$ while others are content with only a few billion$ . I propose a fixed spend of only 25 billion$ each year. This amount is easily attainable as its only about 1.25 % of the GDP. The problem with raising this money as well remains that there are only 3.29 Crore tax payers in India, we need to increase the tax payer base to at least 40%of the population before true growth in any sphere can take place.That said lets get back to the core spend issue.Below is what i would spend if given CAPEX budget of 25 billion$/annum for a governmental term of five years.
Year 1
1) Proper equipment for our soldiers- The PLA spends an average of only $1525/man in kitting out it's soldiers this includes the cost of the rifle at roughly 700$/piece. While there is no reason we should be able to match that amount in the long term in the short term i propose a spend of 2500$/soldier. That would enable us to equip 1 million men in the allotted spend for a year.

2)Submarines,LHD's and missile craft-

- Four Canberra class LHD's at a combined cost of 6 billion$.
- Sixteen Visby class corvettes at a price of approx 4 billion$.

SPG- I would revive the old Bhim program , have AVADI build the Arjun Chassis while TATA could build the T6 turret under license from DENEL. Unit cost should be around 7 million$ as of today. I plan to purchase at least 1000 units of the same. Cost 7 billion$
Towed Arty- 1000 Bharat-52 at cost of roughly 2 billion$
1000 Dhanush Howitzers/ATAGS at a cost of roughly 2 billion $

Sir, my two cents....

Try to fix mismanagement of resources.
In India wastage of money in the name of 'system' is gigantic.
If they fix it first, then they don't need to increase the tax payer base.

What we need is a quicker and deterring solution. What you suggested is best for long-term but we don't have that much time as our neighbours grow militarily faster than us. If we don't match we will pay for it.
