I think it's mix of everything.

Govt planned for removal of 35A or 370 or delimitation or trifurcation .

Paki got a wind of it and decided to push paki army pigs under disguise or jihadis

Local Kashmiri politicians decided to join hands with them and create chaos in J&K
Holding non locals as hostage .

So govt just sent CAPF to relieve IA soldiers and send the into jungles to flush those jihadis out

Putting politicians under house arrest so that they don't use their ground workers to create trouble

And packing and sending out non locals so that govt can focus on its job

Apart from any repel of Law . We may be hearing a good number of tangos getting deep fried .
