Officially, Russian Armed Forces are 1 million strong and few months ago, Putin signed a decree to increase it by another 150 000 - but it will come into effect only from 01.01.2023, so they are quesses that they will just mostly recategorize LDPR army + its mobiks

I would say that panslavism is mostly dead here, even though there are some exceptions. There was a lots of admiration for Russia from 19th century among smaller slavic nations of central Europe and Balkans, as a big, strong brothers, but mostly by people who've never been there. People who actually visited, returned disappointed - cos for Russians, panslavism was not about some honest closeness of Slavs, but rather as an excuse for further expansion.

There is a quote by famous Czech poet and politician Karel Havlicek Borovsky, who lived in 19th and was a great admirer of Russia before his visit: "Russians love to call everything Russian as Slavic, so they can subsequently claim that everything Slavic is Russian."

Is "dead" because Russia is weak. Fundamentals are there, can be ignited when they are strong, when they are worth emulating, when the smaler slavic nations feel threatened for eg as of now Serbia. Things like these are never dead, dormant or ignited and currently dormant.

Because Russia has a vast land border all the way from Finland to Ukraine to safeguard. Same reason why US needed 500k men and the draft in Vietnam despite being over 1.3 million men strong. Same reason why US needed more troops in Iraq during the insurgency and went up to 250k at one point and needed extra men from NATO countries.
