Pak has enough independent terror cells who operate with full autonomy. and I do not think they can be controlled. they were probably created by the their army or ISI , but now these cells don't give F** about there masters. they have learned enough skills to survive and thrive of there own. we can do all the cross border raid as we want , but these cells will keep moving from place to place. India does not have U.S like technology or economic leverage. the best thing is to try to isolate them diplomatically, even there I'am not sure what GOI can do. bottom line is, this is part of normal life in J&K.

1) under MMS there was actually a policy/strategy at work (strategic restraint) for all the criticism that policy may have received at least there was logic to the GoI's silence and inaction. Right now we have the worst of both worlds; a "nationalist govt" who have nothing but rhetoric and whose chest thumping have been exposed entirely AS WELL as total inaction. The end result is the same (India continues to bleed) but at least there isn't the added layer of humiliation/frustration because the GoI's rhetoric is so divergent from their actual actions. Modi talks a good game but he has utterly failed to deliver.
