Nothing of that sort. It is not some sort of a junket trip.
They are trying to shortlist the final jet, irrespective of the Govt. being able to finance it as of now. It is a sensible approach IMO. The Argentine Air Force (FAA) is doing what it can, to evaluate as thoroughly as possible from their end before submitting a report that compares all the 3 contenders (F-16 MLU from Denmark, JF-17 Block 3 and Tejas Mk1A). The financial aspects will then have to be taken care of by the country offering the jets as well as the Govt. of Argentina. That is a key element, but so is the technical selection.
They will be given access to the Tejas assembly line, simulators, possibly even to the Tejas Mk1A prototypes, so they can see for themselves what level of sophistication the Tejas Mk1A has, how easy it is to maintain, etc.
The Tejas Mk1A roadmap, with the list of weapons that will be offered, is critical to the decision that the FAA will make. They will be briefed on high level data for Astra Mk1, Mk2, etc. For e.g. the brochure spec No Escape Zone (NEZ) data. Argentina is extremely interested in getting a good BVRAAM and the JF-17 is offered with the SD-10. Tejas Mk1A can use the iDerby-ER but the future roadmap for BVRAAMs is a big part of the evaluation. Plus they'll want to get some idea on how good the Uttam AESA is. At some level they will need access to trial reports data to form an opinion.
One issue is that the Tejas Mk1/Mk1A's total service life has not yet been fully ascertained, given that the Main Airframe Fatigue Test (MAFT) testing began only recently and will take 8 years to complete. Till then it will be given a provisional 3000 or 4000 hours service life whereas in reality it is guaranteed to be much higher due to the conversativeness of the Factors of Safety used in the design (which is what led to higher empty weight).
For the JF-17, the total service life is 3000 hours as per an interview published in Air Combat Monthly with some PAF official associated with the program.
