1) The actual production rate of Rafale is 2 per month. It can grow to 3/month easily.
2) The Qatar planes are produced now in a hurry. After that there are spaces to increase the delivery rate to India.
I think the real limitation is not technical, but financial. From the Indian side I say.

F-20 was designed for exports to replace F-5 not for replacing F-16. It was a very advanced plane with ability of fire BVR using AIM-7 sparrow which F-16 lacked. Also, it had a truly modern cockpit/ HOTAS.

Radar: its powerful, solid state APG-67 radar was a generation ahead of F-16 APG-66 Radar featuring range of 85 NM compared to 45NM of APG-66 V(1)

Range: for A2A mission both F-16A and F-20 had similar combat radius. But F-20 had longer ranged weapons.

Price: F-20 was 25% cheaper than F-16.

That IAF is the least objective entity to provide info into this Mig-21 vs F-16 saga because it's the one with the most face to loose for poor planning, especially the top brass, from that incident. In other words, it's reputation is on the line. Besides, if multibillion dollar corruption allegations are routine in the Indian military procurements (a lot of members here keep griping about military procurement corruptions) then misclaiming non-existent shot down is not light years away.

You are trying to prove murder charges without a dead-body. All we have so far is circumstantial evidence. Unless IAF comes up with the image of the wreckage (difficult but not impossible) or Pakistanis accept their loss (unlikely), we can all say whatever we want to be happy.
