cost was the detereace so to scrap mmrca and buy 36 only....
Not exactly.
MMRCA was scrapped because HAL just multiply all the working hours to produce Rafale parts by 2.7 !!! so at the end the cost was too high (and probably the budget estimated by Indian government too weak).

AFTER 36 JETS, RAFALE TO PUSH FOR MAKE IN INDIA
NEW DELHI: After selling 36 Rafale fighter jets to India, French government is now pushing for a project to manufacture warplanes here in Indian soil to give a boost to Prime Minister Narendra Modi's push to encourage local manufacturing under ‘Make In India’. And to put Paris’s case strongly, its newly appointed defence minister Florance Parley is visiting New Delhi and will be meeting her Indian counterpart.

According to south block officials, Parly will be landing India with high level delegation on October 26 and on next day she is scheduled to hold series of meetings with Indian officials on issues related to defence cooperation between the two nation.

“Though the visit is aimed towards further strengthening defence cooperation between the two nations, but offering production line in India for Rafale jets is surely will be on cards,” said an official.
Incidentally, Florence Parly of France and Nirmala Sithraman are the only two women to head the Defence Ministry of nuclear-armed nations. Parly will not hold delegation level talks with defence ministry officials, responsible for acquisitions, she will also hold talks with Indian Air Force for better understanding of the force’s requirement. On October 28, she will travel to Nagpur to launch a production facility of Dassault aviation in Nagpur, which has tied with Reliance Defence for offset of over Rs. 20,000 crore.

Dassault Avaition, manufactures of Rafale jets had signed contract worth $11 billion to supply 126 Rafale aircraft and eventually won an order for only 36 planes last year. India had initially agreed to buy all the 126 jets under a long-delayed deal, even mandating Dassault to build some of them locally. But the 126 Medium multi role combat aircraft (MMRCA) tender, issued by the Congress led UPA government was cancelled by the Modi government. But now, IAF is desperate to increase its combat strength- -the key concern, which have been raised by the force on many occasions.

IAF at present operating with 32 squadrons and on the verge of losing out more squadrons as MiG 21 and MiG 27 fleeting is ageing and the Air Force would achieve its sanctioned strength of 42 fighter squadrons by 2032. IAF will have 83 indigenous Light Combat Aircaft Tejas, 36 Rafale and 36 additional Sukhoi fighter jets by end of 2019.

Though, IAF was keen on a follow-on order of 36 additional Rafales to bridge the gap of it depleting combat fleet, but, they are now settling for lighter single engine warplanes. For this, the IAF is will start the process this month to acquire a fleet of single engine fighter jets which are expected to significantly enhance its overall strike capability. But, IAF has already maintained that requirement of twin engine is very much there.

IAF chief Air Chief Marshal BS Dhanoa, on the occasion of IAF Raising day has made it clear that there is absolutely a need for twin-engine fighter jets. And Rafaje is a twin engine jet.

Besides other features that make the Rafale a strategic weapon in the hands of the IAF is the Beyond Visual Range Meteor air-to-air missile with a range in excess of 150 KM. Its integration on the Rafale jets will mean the IAF can hit targets inside both Pakistan and across the northern and eastern borders while still staying within India's own territorial boundary.

Pakistan currently has only a BVR with 80 km range. During the Kargil war, India used a BVR of 50 km while Pakistan had none. With Meteor, the balance of power in the air space has again tilted in India's favour. Scalp, a long-range air-to-ground cruise missile with a range in excess of 300 km also gives the IAF an edge over its adversaries.

We already help you to end the Kaveri engine.
It's rumored here in France that we will help you also on RAM paint and tactival missile engine (vectored nozzle especially).

But Yes, It's from the first importance to closed the dev. phase of your Tejas and produced it in quantity. AMCA will be the next step.

But Yes, It's from the first importance to closed the dev. phase of your Tejas and produced it in quantity. AMCA will be the next step.
French aren't completing Kaveri on their own.... Their is a team of both the country's scientist now resolving the last mile problems.... "Thrust vector" on missiles, mate Indian interceptors already have thrust vector..... RAM was on offset of MRCA, which French never agreed, later we asked to Paint the Rafales in India,which still has uncertainty.... By the way LCA already has 30kgees of RAM applied on its selective surface.. Development of LCA, I guess even today no F3. 3 is operational and without that Rafales are also incomplete aircrafts.

Tomorrow is Diwali and i wish to bring you few positive news coming from corridors of power.
  • Even though DM NS has been touring multiple places, there has been hectic discussion on Fighter jet procurement between PMO, MOD officials, IAF and DM on phone.
  • NSA Doval is actively involved as well and has given inputs which may tilt the jet deal purchase.
  • Numerous attempts has been made by PMO to get a approval from IAF for F-16 and a total USA shift with F-35 coming in place of FGFA program
  • PAKFA Stage 2 limited 4 squads to be procured off the shelf to pacify Russia in lieu of the FGFA "frozen" status.
  • BUT here comes the BIG TWIST - LUCK & PERSISTENCE won the day for IAF
  • Few News that will find way to main stream media over time is
    • POTUS Trump has done numerous U Turns and latest seems to have taken the air out of PM NM confidence levels on growing USA India relationship.
    • POTUS Trump wants America first and wishes maximum jobs in America and limited work in India TASL for MII Program
    • In reality he wishes to meet MII terms in a way which benefits his America first campaign more.
    • He wants F-16 program shifted to India superficially as long as things are produced in America and generate American Employment.
    • POTUS has expressed dis-satisfaction via Embassy officials for non cooperation in Afghanistan front where POTUS wanted India to commit at least 5000 boots officially.
    • On Top in a big shift POTUS also explained that India can be member of Security Council but without any Veto Power and this is what China and Russia also wants personally.
    • NSG deal is still under consideration but India needs to demonstrate the USA shift before any more "hard work" is to be done by USA for making other members agree on India inclusion.
    • To further the cause, POTUS sanctioned EMALS tech to India for its IAC-2 carrier but wants F-18 SH selected for IAC-1 (57 MRCBF) with minimal offsets.
    • There are more strategic issues as well with emphasis to contain Pakistan verbally but doing limited work in reality.
    • For Gripen as well POTUS made it clear that he will actively discourage personally all American MIC for any deal but in media he will do a PR work and say otherwise.
    • All this discussion over last fortnight with US officials and PMO has dented PM NM confidence in a big way.
  • This body blow has come in a bad time when FGFA deal is becoming increasingly difficult and also Russia wants more of deals without any offsets.
  • Russia has now offered Mig-35 for IAF again in 1st week of October with revised offer of Engine tech like MKI deal and have asked India to look at this deal if FGFA falters.
  • In lieu of all this PM NM has gone soft and said go slow with LM and Boeing deals till he gets more clarity and avoid U Turns from POTUS.
  • This is a marked shift from earlier G2G route he wanted to take and close out things asap for a concrete media blitz before 2019 polls.
Now where is the good news ? here comes the good news...
  • French Safranised Kaveri is on track and a report has been submitted of the progress.
  • The Dassualt Team and French government has submitted a list of possible systems which they want to integrate into LCA Mk1A and make it far more portent deriving from Rafale and Mirage experiences and feedback from IAF who had given detailed feedback on M2Ks
  • Their plan is to make LCA Mk1A far more modular internally and ease of systems integration for a growth potential upside.
  • MII offer has been sweetened in a big way via these integrations and DRAL becoming a player in LCA Ecosystem.
  • Rafale Program is further boosted with a hybrid new Engine boost- amalgamation of Kaveri variable cycle with M-88 core to create a family of engines is now official and on black and white.
  • Same size, same core, same modularity and similar tech powering both LCA Mk1A and Rafale India
  • This engine will also be Made in India.
  • Officially the Rafale M wingtip is now getting tested with a mechanism to disintegrate in 5 minutes and fit into <10m span and re attaching the same in max 15 minutes with another 5 minutes for a full system check.
  • This system is planned for IAC-1 deployment and is part of the offering under "further research point" in naval tender.

I'll wait for the Kaveri to fly before making a judgement on this. Plus, what you have offered is not really co-development but mating the M88 core with Kaveri. I am not aware if a license production agreement exists and what level of tech we'll receive.

The rest are just that rumours.

  • Few News that will find way to main stream media over time is
    • POTUS Trump has done numerous U Turns and latest seems to have taken the air out of PM NM confidence levels on growing USA India relationship.
    • POTUS Trump wants America first and wishes maximum jobs in America and limited work in India TASL for MII Program
    • In reality he wishes to meet MII terms in a way which benefits his America first campaign more.
    • He wants F-16 program shifted to India superficially as long as things are produced in America and generate American Employment.
    • POTUS has expressed dis-satisfaction via Embassy officials for non cooperation in Afghanistan front where POTUS wanted India to commit at least 5000 boots officially.
    • On Top in a big shift POTUS also explained that India can be member of Security Council but without any Veto Power and this is what China and Russia also wants personally.
    • NSG deal is still under consideration but India needs to demonstrate the USA shift before any more "hard work" is to be done by USA for making other members agree on India inclusion.
    • To further the cause, POTUS sanctioned EMALS tech to India for its IAC-2 carrier but wants F-18 SH selected for IAC-1 (57 MRCBF) with minimal offsets.
    • There are more strategic issues as well with emphasis to contain Pakistan verbally but doing limited work in reality.
    • For Gripen as well POTUS made it clear that he will actively discourage personally all American MIC for any deal but in media he will do a PR work and say otherwise.
    • All this discussion over last fortnight with US officials and PMO has dented PM NM confidence in a big way.
  • This body blow has come in a bad time when FGFA deal is becoming increasingly difficult and also Russia wants more of deals without any offsets.
  • Russia has now offered Mig-35 for IAF again in 1st week of October with revised offer of Engine tech like MKI deal and have asked India to look at this deal if FGFA falters.
  • In lieu of all this PM NM has gone soft and said go slow with LM and Boeing deals till he gets more clarity and avoid U Turns from POTUS.
  • This is a marked shift from earlier G2G route he wanted to take and close out things asap for a concrete media blitz before 2019 polls.
Now where is the good news ? here comes the good news...
  • French Safranised Kaveri is on track and a report has been submitted of the progress.
  • The Dassualt Team and French government has submitted a list of possible systems which they want to integrate into LCA Mk1A and make it far more portent deriving from Rafale and Mirage experiences and feedback from IAF who had given detailed feedback on M2Ks
  • Their plan is to make LCA Mk1A far more modular internally and ease of systems integration for a growth potential upside.
  • MII offer has been sweetened in a big way via these integrations and DRAL becoming a player in LCA Ecosystem.
  • Rafale Program is further boosted with a hybrid new Engine boost- amalgamation of Kaveri variable cycle with M-88 core to create a family of engines is now official and on black and white.
  • Same size, same core, same modularity and similar tech powering both LCA Mk1A and Rafale India
  • This engine will also be Made in India.
  • Officially the Rafale M wingtip is now getting tested with a mechanism to disintegrate in 5 minutes and fit into <10m span and re attaching the same in max 15 minutes with another 5 minutes for a full system check.
  • This system is planned for IAC-1 deployment and is part of the offering under "further research point" in naval tender.
  • The MII plan is further accelerated with French side clearly saying UAE and another order amounting to almost 78 Rafales in total will be supplied via DRAL when MII factory is up and running as well.
  • These Export Orders and their MRO will be DRAL India only as per French officials.
  • French state visits and Team Dassault will be strong in next 4 months with a emphasis to seal the deal asap on Rafale MII.
  • In civil side, Falcon Jet production is also given a go ahead to give more value for DRAL India.

And lastly, in lieu of all these discussions and PM NM reluctance to sign F-16 deal, there is one another good news.

NSA Doval has emphasized on fast tracking Rafale deal for MII over SE deals and any other order.


Personal Comment

So Diwali has been good for IAF.. Now i hope the rest of the things gets done as well on time.

French side has a small window of opportunity and a big winner by their side. They should contact NSA and IAF and close this MII deal out soon..

A full detailed public information dissemination of LCA Mk1A with proposed French systems and how they plan to add and benefit LCA Ecosystem will go a long way..

Hopefully if i get more information on this, will share it here as well.....

For now PMO dream of USA shift is on hold.. Cant blame PM NM.. POTUS Trump is inconsistent with his views.. That will be a big challenge for India for any concrete move...
I liked the part about Rafale M wingtip. A very important brick in the whole edifice if the trick works !

French aren't completing Kaveri on their own.... Their is a team of both the country's scientist now resolving the last mile problems.... "Thrust vector" on missiles, mate Indian interceptors already have thrust vector..... RAM was on offset of MRCA, which French never agreed, later we asked to Paint the Rafales in India,which still has uncertainty.... By the way LCA already has 30kgees of RAM applied on its selective surface.. Development of LCA, I guess even today no F3. 3 is operational and without that Rafales are also incomplete aircrafts.
The hard reality is that without an external help, Kaveri will never be a fighter engine (maybe a drone engine or a naval gas turbine, but not a modern fighter engine).
Even if that involves only 0,1% of all the working effort. Sorry to say that.

I will pray to God that single engine fighter deal must fail and Rafale and Tejas must succeed. I sincerely hope France must not lose this golden chance and push Rafale under Make In India.
The planets are aligning ! That is my feeling. Two women as Defence Ministers have lot to discuss between meetings . While I always suspected that Parrikar hated Le Drian ( maybe I am wrong).

Rafale is now in very good position to beat Boeing in Canada. With hundreds of Rafale flying in the world, parts , engines will become less expensive for everyone.

FRANCE WANTS INDIA TO BUY MORE RAFALES

During her visit, Defence Minister will make a strong sales pitch for the fighters

India has a hectic diplomatic calendar next week with a series of high-profile visits scheduled. French Defence Minister Florance Parley will be in New Delhi on an official visit during which she is likely to make a strong pitch to sell additional Rafale fighter jets.

Ms. Parley is scheduled to visit India from October 26.

“The two sides will discuss the progress of the implementation of the deal for 36 Rafale fighter jets,” one official said. The issue of additional Rafale jets and the Navy’s mega tender for a new line of submarines are likely to come up for discussion, the official added.

“Ms. Parley will travel to Nagpur on October 27 to lay the foundation stone for a manufacturing facility being set up by Dassault and Reliance Defence as part of the offsets under the Rafale deal,” another official said.
In September last year, India and France concluded a €7.87-billion government-to-government deal for 36 Rafale jets in flyaway condition scheduled to be delivered between 2019 and 2022. The deal has a 50% offset clause to be executed by Dassault and its partners in India amounting up to ₹30,000 crore.

Following this, Dassault Aviation and Reliance Defence announced a joint venture called “Dassault Reliance Aerospace”, which is likely to execute a major part of the offsets.

Single-Engine Jet
The Indian Air Force has stated its requirement for additional twin-engine fighter jets and has expressed its desire for more Rafale jets. However, with a depleting fighter strength and several squadrons of MiG-21s and MiG-27s to be phased out, the focus is now on procuring a single-engine fighter jet under the newly promulgated Strategic Partnership model. “Single engine is a priority ... Right now, we are trying to make up numbers with single-engine aircraft …,” Air Chief Marshal B.S. Dhanoa said earlier this month in response to questions on the IAF’s procurement plans.

The IAF is operating 32 fighter squadrons against the sanctioned strength of 42, which is set to drop further in the coming years.

One officer said the IAF would like to have additional Rafale jets. “The resources are limited and we need to prioritise,” he added.
