It’s been in the air for two years now. And now it’s formal. The Indian Navy wants new fighter jets for its aircraft carriers. Today, the navy’s planning wing has published a request for information to support the purchase of 57 Multi-Role Carrier Borne Fighters (MRCBF) for its aircraft carriers.

Can someone confirm this report?
Someone posted on PDF. If true the Rafale MII is around the corner, with UAE too buying from Indian plant.

The rumored deal with UAE is something like the Holy Graal for Dassault ... been working on this for ever. UAE slammed the door in 2013 , then reopened it. Now looks like all planets are aligning in the sky with UAE and India getting closer partners.

The only thing that could derail Rafale M to land on future INS Vishal is some kind of american blackmail : no EMALS if Indian Navy does not select an American fighter.

But I don't think that such a blackmail is worth the try for US .. 57 jet fighters is nothing to them , they operate hundreds !

One big point is that UAE does not use Rafale, so when Mr, Amar Sinha

Sounds either misreported, of Mr Sinha does not know that UAE has not signed any Rafale deal., The requirement is called "Next Gen fighter" and Eurofighter, Dassault and Boeing are the three companies who are most likely to win it. FYI

With the Navy officially clearing the RFI for procuring new Naval MRCA, its clear how the skies of India will be looking like in the next decade.

If one were to go through the RFI carefully, it leaves no doubt to the readers that it was tailor-made for the Rafale-Ms!

As we have been saying for the past one year, the decision to buy 36 Rafale off-the-shelf had a lot strategic meaning to it. It was the beginning of a much larger order for Rafales, that were to be ordered in tranches. The delay in finalizing the deal for these 36 airframes, albeit minor compared to the MMRCA fiasco, was due to the decision and planning for the induction of Rafales into the Indian armed forces in large numbers.

The first 36 Rafales for IAF will start arriving in India in the beginning of 2019 and all deliveries will be completed by 2021. With this, the IAF got a breather to properly plan out the induction of additional airframes, and the Govt. will get enough time to prepare the domestic industrial base to transfer and absorb the technologies as part of the 36 airframe deal and further ToT coming from the much larger Make in India (MII) order for Rafales that may total around 200+ airframes.

The Govt will monitor the progress of these technology transfers and the proposed upgradation of Kaveri engine before additional offers for Rafales for IAF are placed. These airframes will be assembled in India under the MII, with the Reliance-Dassault JV playing the role of lead integrator with other Indian tier-1 and tier-2 supply chains.

Meanwhile, the Navy was asked to perform studies and submit a detailed report, if/how Rafales could suit its need as its new carrier-based fighter. If one goes through the RFI, it specifies that it needs to be a day and night capable, all weather multi-role deck based combat aircraft which can be used for Air Defence (AD), Air to Surface Operations, Buddy Refuelling, Reconnaissance, EW missions etc from IN aircraft carriers. The RFI also makes it very clear that the Navy is looking for a new generation fighter with a significant electronic warfare capability, endurance and payload. There should be significant ToT as well as an Indian production line. Deliveries should start within 3 year and completed in another 3 years, just like the IAF Rafale contract.

This rules out the possibility of additional MiG-29K orders without even a shred of doubt. The other possibilities include the F/A-18E/F Super Hornets. But the fact that India is a long way from signing the fundamental agreements, which is a minimum requirement for the sale of a combat platform, reduces its possibility too. Another option is the F-35B/C which also faces the same issue as well as the inability for ToT and an Indian production line. Then comes the Sea Gripen and Naval Typhoon which are nothing more than a concept as of now and will take more than 3 years to be developed and tested, not to mention separate contracts with individual supplies for Gripe as SAAB is nothing more than a glorified integrator for the jet.

Which leaves only one very pragmatic option, the Rafale-M. It fits the bill perfectly apart from the fact that an Indian production line is already in the lines with significant ToT. This will not only save time in negotiations, but also significant reduction in capital costs as well as life-time costs due to the commonality with the IAF fleet. All the modification asked by the IAF will find its way into the naval airframes as well, apart from other modifications required for operating from Indian carriers.
N-LCA Mk-2 is still a long way off and was never meant to be the frontline fighter for the Navy, rather it was to be the second line of defence. It will see service with the Navy, but does not affect or will be affected by the procurement of this new fighter.

CCI clears Reliance-Dassault JV


Competition Commission today approved the proposed joint venture between Anil Ambani-led group firm Reliance Aerostructure and Rafale-maker Dassault Aviation, one of the major deals in India's private defence industry.

The proposed combination relates to the setting up of a joint venture between Reliance Aero and Dassault -- Dassault Reliance Aerospace Limited, in which Reliance Aero would hold 51 per cent shares, with the remaining 49 per cent to be held by Dassault.

Fair trade regulator CCI said in a tweet that it has approved setting up of this JV. Deals beyond a certain threshold require approval from CCI, which keeps a tab on unfair business practices across sectors.

The JV, which was announced by the two companies in October last year, aims to be a "key player" in execution of offset contract worth about Rs 22,000 crore as part of the multi-billion euro Rafale fighter jet deal between India and France.

The strategic partnership between Dassault and Reliance will also focus on promoting research and development projects under the IDDM programme (Indigenously Designed, Developed and Manufactured), a key initiative of Defence Minister Manohar Parrikar.

Air Force Declines to Share Details On Rafale Deal

Replying to an RTI query, the Air Force said the details are held by it in fiduciary capacity.
NEW DELHI:
Details of the agreement signed between Indian and French authorities regarding supply of 36 Rafale aircraft cannot be disclosed as they are confidential in nature, the Air Force has said.
An Inter-Governmental Agreement was signed between the governments of India and France on September 23, 2016 for supply of the Rafale aircraft, initial consignment of weapons, long-term maintenance support through performance-based logistics, simulators with annual maintenance and associated equipment.
Replying to an RTI query, the Air Force said the details are held by it in fiduciary capacity.
The information sought is confidential in nature and public revelation of the same may lead to its subsequent availability to our adversaries, it said.
"Further, the information sought is also held in fiduciary capacity and no larger public interest is served by disclosure of such information. Hence, the same is denied," the Air Force said in reply to the application filed by PTI.
The Defense Ministry was asked to provide copies of the agreement and price of the Rafale deal. The query was then forwarded to the Air Force for providing the reply.
