Rafale Deal: French Defence Minister Jean Yves Le Drian is set to arrive in India on September 22
NEW DELHI: French Defence Minister Jean Yves Le Drian is set to arrive here on September 22 along with CEOs of Dassault Aviation, Thales and MBDA to seal the 7.87 billion Euros deal for 36 Rafale fighter jets.
Defence sources said if all goes well, the Inter Governmental Agreement (IGA) will be signed on September 23.
Government sources said the cost, offsets and service details have been finalised and work is currently being done on the IGA.
A "working team" from France is already in town with their own translators are going through the contract, running into several thousand pages, with their Indian counterparts.
The sources said that once the IGA is firmed up, the document will go to the Cabinet Committee on Security for final clearance. The French Defence Minister will be arriving on the evening of September 22 along with CEOs of companies involved in the Rafale project, sources involved in the deal said.

India has been able to save over Euro 590 million through tough price negotiations which began in January this year.
Though the deal could have been firmed up earlier, issues like pricing and offsets took time as India wanted a better contract.
Following intervention by Prime Minister Narendra Modi late last year, France agreed for a 50 per cent offset clause.
This means creating business worth at least three billion Euros for Indian companies, both big and small, and generating hundreds of jobs in India through offsets.
The delivery for the fighter aircraft is expected to begin in 2019, with an annual inflation capped at 3.5 per cent.
The weapon systems, part of the deal, will also include the new-age beyond visual range missile 'Meteor', and Israeli helmet-mounted display.
Last month, a report submitted by the team negotiating the Rafale deal with France was cleared by the Defence Ministry. The file was then sent to the Prime Minister's Office for review and clearance.
The work on the IGA started after that, sources said.
During his visit to France in April last year, the Prime Minister had announced that India would purchase 36 Rafale jets in a government-to-government contract.
Soon after the announcement, the Defence Ministry had scrapped a separate process that was on to purchase 126 Rafale fighter planes, built by French defence giant Dassault Aviation.

Pardon me if this has already been answered, but suppose that rafale deal is concluded by 23rd september, than how much time will it take for us to take the delivery of the first one ?

Sorry. It's all but non sure.
It takes 3 years for the longer lead time item as forged components for undercarriage or blisk in engines.

Maybe a short time delivery of some double seated (3 units? 4?) in the french definition to help India to begin training (It was made for Egypt).
But the core of the order, in an Indian definition standard (ie with indian spec : better engine, new weapons integrated, new helmet...), will not happend until 3 years. Probably in a fast track mode (15 planes/year ?)

Prime Minister Narendra Modi-headed Cabinet Committee on Security (CCS) is all set to approve 36 Rafale fighter deal on Wednesday.

In the negotiations, the Defence Ministry has been able to get a concession of Rs 4,200 crore through hard bargaining as per the instructions of the Prime Minister and Defence MinisterManohar Parrikar.

French Defence Minister Yves Le Drian is arriving on September 23 to finalise the deal which will cost Euros 7.8 billion to India.
The defence ministry has sent the finalised deal to the CCS after making requisite changes to its offset section.

The deal involves the manufacturer outsourcing 50 per cent of the total amount of the deal from India.

The cost of 36 fighters will be around Rs 4,200 crore lower than that what was being offered to the previous UPA regime in the now cancelled contract for multi-role medium range combat aircraft (MMRCA).

Bhai, file went to PMO last week. Give them some time. Moreover We should be worried if file gets cleared in such a short span.

Rafale Deal Cleared :: Defence Minister Parrikar saved Euro 600 million
The government has cleared the much anticipated deal with France for 36 Rafale fighter jets which will cost 7.878 billion Euros and will be signed on Friday in the presence of French Defence Minister Jean Yves Le Drian.

Defence sources said that deal for the aircraft, the first fighter jet deal in 20 years, comes with a saving of nearly 750 million Euros than the UPA era one, which was scrapped by the Narendra Modi government, besides a 50 per cent offset clause.

This means business worth at least three billion Euros for Indian companies, both big and small, and generating hundreds of jobs in India through offsets.

The Rafale fighter jets, deliveries of which will start in 36 months and finished in 66 months from the date contract is inked, comes equipped with state-of-the-art missiles like Meteor and Scalp that will give the IAF a capability that had been sorely missing in its arsenal.

Besides other features that make the Rafale a strategic weapon in the hands of the IAF is the Beyond Visual Range Meteor air-to-air missile with a range in excess of 150 KM. Its integration on the Rafale jets will mean the IAF can hit targets inside both Pakistan and across the northern and eastern borders while still staying within India's own territorial boundary.

Pakistan currently has only a BVR with 80 km range. During the Kargil war, India used a BVR of 50 km while Pakistan had none. With Meteor, the balance of power in the air space has again tilted in India's favour.

Scalp, a long-range air-to-ground cruise missile with a range in excess of 300 km also gives the IAF an edge over its adversaries.


Savings Millions of US Dollars ::

India has been able to save more than Rs 4,200 crore in procurement of 36 Rafale combat aircraft from France in a deal expected to be signed on September 23.

The total value of the deal would come around Euro 7.8 billion.

"We have been able to save almost Euro 600 million in this deal through bargaining and negotiations. It caused a delay of a few months but yielded us good results," highly-placed defence ministry sources told THE WEEK.

NEW DELHI: India will finally ink the deal for direct acquisition of 36 Rafale fighter jets from France on Friday, in what will be an urgently-needed booster dose for the country's dwindling air combat power. IAF, after all, is down to just 33 fighter squadrons when at least 42 are required for dissuasive deterrence against China and Pakistan.

Defence ministry sources on Wednesday said the decks have been cleared for the inter-governmental agreement (IGA) with France after the requisite clearance from the Cabinet Committee on Security chaired by Prime Minister Narendra Modi.

The IGA and associated commercial protocols will be inked on Friday in the presence of defence minister Manohar Parrikar and his French counterpart Jean-Yves Le Drian, who is slated to arrive on Thursday night.

The overall cost of the 36 twin-engine Rafales, along with their weapon packages, associated supplies and logistics, is pegged at around 7.8 million euros (over Rs 59,000 crore), as earlier reported by TOI.
Parrikar has repeatedly stressed that India has undertaken some real hard-nosed bargaining to bring down the overall cost of the deal


The NDA government had cited IAF's "critical operational necessity" as well as the need to cut time and costs to go in for direct acquisition of 36 Rafales last year after scrapping the original but deadlocked $20 billion MMRCA (medium multi-role combat aircraft) project to acquire 126 fighters.

Though the new deal does not have a 'Make in India' component, as was the case in the MMRCA project, it does have the 50% offsets clause to ensure France will have to plough half of the actual contract value back into India.

You mean Rafales to scare Kashmiri terrorists?
BTW, can anybody throw some light on how much advance GoI need to pay upfront? In case of Qatar, Dassault asked 30% of the total cost.

Good News. Congress-I's effort to buy 126 jets for 10 Billion USD was a hoax. A scam was almost about to hatch like Augusta Westland deal were they inflated price by simply typing three times the price even to the surprise of the vendor.

I hope there will be follow on orders if not then I may read it as asset of SFC for package delivery ?

BTW one Issue always concerns me about condition of our airbases. I believe operating such costly machines we must have best of the hangers/bunkers/shelters or whatever they are called. My fantasy is India should have fully under ground airbase. Many years ago I heard we have one somewhere in North or West regions.

Networking/data link 3D mapping of whole terrain and air theater like USAF has for Nevada (Re: Red-flag) would be another information I would like members to explain to dummies like me.
