I still think a military general would be best suited
NSG is a police unit. Its primary tasking is hostage rescue in a civilian environment. A military general would not be a good idea at all.

Para SF who second to NSG have to unlearn what they know and relearn to do everything from scratch. Every single operating SOP is different.

IPS heads SPG yet they are the most advanced in the nation. IPS guys are more innovative in such things than army guys who are brought up in more rigid structure
IMO the innovation comes from the fact that both the NSG and SPG answer to politicians who are very much invested in staying alive and also getting re elected. SPG helps with the former and the NSg in the latter - a poor response to a terror attack and kill an elected party.
