Yes but Combat is the real test always, How Realistic your training was is known then, since the definition of Realistic can change from place to place.
Also NSG retained the experience from those encounter and not mention how they get guys on deputation who themselves have combat experience.

Obviously it’s a bit of both but most of the top CT units in the world are police units who recruit civilians with little/no combat experience, training and equipment are the real determining factors for success.

They have experience but they dont have the other half, a institution a working Training Regime, A Training Regime is a must but if you can source some real experience you would uncover things which you might have not in Simulation. I dint diss on the Chinese but People saying Combat Experience does not matter is stupid. A lot of tech is refined in process, the Murcians are not what they are without their experience in fighting. That experience goes from a Individual to the top of Institution and everybody in b/w
