Main issue is that COIN is extremely different from infantry.Considering RR are about the only formation in the Indian military that engages in operations in anger I think the rotational nature of it and the fact it is all-arms is a good thing. Without having deputations to RR the vast majority of the Indian army would never see combat in any shape or form and they are struggling with a peacetime mentality enough as it is

Also in 90s when RR is setting up nearly every infantry battalion had Seen deployment and done some level of operations. As the 90s progressed the fight became the RRs.
IMO- RR and it’s expansion in the 1990s was a the biggest W the IA could ever have.
But I will say this, adding arty guys and armored guys was golden. Because of it, even they have seen more combat deployments than western infantry (barring ukranians, Russians, Americans, British)
