SAP is special Auxiliary Police. They recruit retired army jawans for security of jails and traffic related duties like checking of vehicles and they sometimes accompany police in OPS.

The BSAP Bill, 2021, proposes that the government will constitute a new Bihar special armed police whose personnel and officials will be deployed to protect industrial units, important institutions, airport and metro rail on the pattern of Central Industrial Security Force (CISF) or other paramilitary forces of the Centre.

In Bihar, I don't see dedicated normal armed police battalions!! Everyone seems to be a special unit like BMP, Special Battalion, etc

LOL there's nothing such as "special" or "normal". Inside the department these all are categorised under normal Police. They all come and go back to the same force, aka Bihar Police after all.
