Wish NIA and IB follows the same by have small well equipped tactical units having jurisdiction all over India.!!
That will kill the purpose. IB's work is only to gather intelligence, they aren't supposed to attack. That's for normal police, so they're not armed for that very purpose. Intelligence units aren't supposed to be armed tactically.

But every country in the world has a tactical unit for its Internal Intelligence agency. Indonesia, Malaysia, Singapore, US, almost all European countries have it. Even China has it.
FBI HRT course is actually used as a manual by multiple countries.

Here police does attacking , killing etc.
Police itself has quite well informer network.
Here Police force is relic of British era , so their methods are like that only.
Even today , indian police can strike fear if given free hand.
Their training too , resembles old methods , they train with bayonets i have heard.
Infact police regularly used bayonet charge as a crowd control method in colonial era.

They also train army for bayonet charge as much i can recall. I've seen a few police jawans carrying bayonets (not on their rifles though but as a spare knife) SMLE bayonets were like a small sword, very useful lol.

More of special Battalion of Bihar Police. This jawan's shoulder badge reads BHG which means Bihar Home guards, a few jawans i knew from special Battalion were from normal bihar Police. So jawans from both home guards and bihar Police are taken on deputation to special Battalion.

The tactical units I mentioned should be used only for high profile targets, when there are high chances of intel leak when coordinating with police (which has happened before many times). In order for the intel to stay within the organization (NIA, IB, etc) these tactical teams should be developed. I am talking about small team like 200 well trained operatives working for that particular organization.

We have ATS for that very purpose, and the Intel isn't the individual property of IB NIA or SIB. Police asks these organisations to provide Intel, they don't it on their own discretion.

I agree with all points, but still there has to be a dedicated team from that particular role.
Plus not all police departments have ATS!!
