Interesting things to note:

1. Modular payloads to deal with mine warfare.
2. Emphasis on contingency ops such as anti-piracy ops, HADR, evacuation ops and the like.
3. COMINT and surveillance payloads as well
4. Looks like the Navy intends for its OPVs to basically do all the things a peacetime navy should do, SAR, show the Flag, surveillance, convoy escorts, trafficking ops etc etc
5. And in wartime, be relegated to inshore patrolling, mine laying, countermine ops, and maybe ASW as well.

Raksha Mantri clears two procurement proposals

Raksha Mantri Smt. Nirmala Sitharaman cleared two procurement proposals here today.

The second proposal pertained to procurement of 131 Barak Missiles and associated equipment at a cost of Rs. 460 cr. These missiles are surface to air missiles designed to be used as a ship-borne anti-missile defence system against anti-ship missiles.

LRSAM Successfully Flight-Tested


The missile configuration is same for both LRSAM/MRSAM. Further Operational Flight Trials (O.F.T) will be conducted shortly from Indian Naval Platform before induction into the service.

LRSAM will be inducted into Indian Naval Ships (P-15A).

The LRSAM programme consists of Missiles, MFSTAR (Radar), Weapon Control System, Vertical Launcher unit and Two- way data link.

Defence Minister Arun Jaitley on Sunday handed over the Long-Range Surface-to-Air Missile (LRSAM) jointly developed by DRDO and Bharat Dynamics Ltd (BDL) to the Indian Navy.

LRSAM is an advanced combat suit for missile defence against air targets and missiles, and has full capabilities of air and surface surveillance, threat alert and fire control.

Manufacturing centre

The minister also performed the ground breaking of the phase II of the manufacturing facilities of BDL at Ibrahimpatnam. BDL had acquired 632 acres of land from the State government to establish manufacturing, testing and storage facilities for advanced weapon systems of MRSAM (Medium Range Surface-to-Air Missiles) and QRSAM (Quick-Reaction Surface-to-Air Missile).

The ₹522-crore facility will be the PSU’s future weapon realisation and delivery centre.

Any news on the minesweeper ship procurement? I guess we won't be having any by 2020 after the remaining are decommissioned.

Procurement of Training Solution for P8I Aircraft

P8I Long Range Maritime Reconnaissance Anti Submarine Warfare (LRMRASW) aircraft were inducted into the Indian Navy commencing 2013. Towards training of the P8I pilots, observers, ordnance and technical personnel, a contract has been signed with M/s Boeing, USA for procurement of Training Simulator for P8I aircraft, along with construction of a 60,000 sq ft civil facility (Training, Support and Data Handling Centre) and an on-site Comprehensive Annual Maintenance Contract for a period of 10 years.

The complete training facility would be commissioned at INS Rajali, Arakkonam by Mar 2021. In addition, as part of the contract, a dedicated Maintenance Simulator would also be commissioned at Naval Institute of Aeronautical Technology (NIAT), Kochi for ab-inito training of the technical personnel.

I think this aircraft can be saved, I hope the engines and the fuels pumps aren't damaged.

RM to preside over India’s display of Naval Might

Raksha Mantri Smt Nirmala Sitharaman will preside over the Indian Navy’s showcase of operational might and maritime prowess at sea on January 8-9, 2018. In the programme, more than ten ships, including aircraft carrier INS Vikramaditya, a submarine and various Naval aircraft will exhibit their combat capabilities and battle readiness along the Western coast of India.

NEW DELHI: In yet another major blow to the 'Make in India' plan in the defencesector, the government has cancelled the Rs 32,000 crore project to construct 12 advanced minesweepers in collaboration with South Korea at the Goa Shipyard.

Advanced minesweepers or mine counter-measure vessels (MCMVs) are around 900-tonne specialised warships that detect, track and destroy underwater mines laid by enemy forces to choke harbours and offshore installations, disrupt shipping and maritime trade.

The Navy, which began this acquisition case way back in July 2005, needs 24 MCMVs to guard the east and west coasts but is making do with only four 30-year-old minesweepers at present.






This "big operational capability gap" is all the more alarming because Chinese nuclear and conventional submarines, which can quietly lay mines, are regularly making forays into the Indian Ocean now.

Top sources say the government has directed the Goa Shipyard to start the entire process afresh for the already long-delayed MCMV project, which was strongly pushed by Goa chief minister Manohar Parrikar when he was the defence minister, after scrapping the protracted commercial negotiations with South Korean shipyard Kangnam. "Goa Shipyard has been asked to issue a new global expression of interest (EoI) for the MCMVs. The fresh RFP (request for proposal) or tender will follow thereafter.

Final negotiations with Kangnam were stuck for long because it wanted deviations from the original RFP. There were also some ToT (transfer of technology), build strategy and cost problems," said a source.

No major "Make in India" defence project has actually kicked off in the last three to four years due to lack of requisite political push and follow-through, bureaucratic bottlenecks and longwinded procedures, commercial and technical squabbles, as was reported by TOI in October last year.



At least six mega projects worth over Rs 3.5 lakh crore, ranging from future infantry combat vehicles, light utility helicopters and naval multi-role choppers to new-generation stealth submarines, fifth-generation fighter aircraft and MCMVs, remain stuck at different stages without the final contracts being inked.

The entire MCMV project will of course have to begin anew now. But Goa Shipyard chairman Rear Admiral Shekhar Mital (retd), on being contacted, said he was "grateful" for defence minister Nirmala Sitharaman's "quick decision" to break the continuing logjam in "the all-important project".

"Navy has accorded topmost priority to it. The decision to issue the fresh RFP will see the project move very fast as all intricate technical details and specifications of the MCMVs have been finalized over the last two years," he said.

The EoI will soon be issued to Kangnam, Intermarine (Italy) and other foreign shipyards that specialize in building MCMVs, with non-magnetic hulls and high-definition sonars, acoustic and magnetic sweeps to detect marooned and drifting mines.




The vessels then use remote-controlled systems like small underwater vehicles to detonate the mines at safe distances. The Goa Shipyard, incidentally, has already invested over Rs 700 core in building infrastructure for construction of the MCMVs, which will take almost a decade now.

I believe it is a well thought decision. Seems like South Korea was not ready for complete TOT. Now they lost the whole contract. Better luck next time south Korea!!!

"Make in India" is all well and good, but "make in India" should NOT include every single type of defense system out there.

A country like India that has a limited GDP, defense budget and poor infrastructure and no major world class private military/industrial giants should be far more pragmatic about its "Make in India" initiative.

Pick and choose only critical defense systems for the "Make in India". Mine sweepers are something that India can just buy off the shelf.....it does not need to be built in an Indian Shipyard.

Nuclear submarine was damaged when water entered its propulsion chamber



Indigenous nuclear submarine INS Arihant suffered major damage because of possible human error and has not sailed now for months, according to Navy sources. Arihant is the most important platform within India’s nuclear triad covering land-air-sea modes.

Arihant’s propulsion compartment suffered damage after water entered the area more than 10 months ago, according to details available with The Hindu. One naval source said water rushed in because a hatch on the rear side was left open by mistake. The Ministry of Defence did not respond to questions from The Hindu.

The accident
The indigenous nuclear submarine, built under the Advanced Technology Vessel project (ATV), suffered damage while it was at harbour. Since the accident, the submarine has been undergoing repairs and clean up, and has not sailed, sources said.

Besides other repair work, many pipes had to be cut open and replaced. One naval source said the “cleaning up” is a laborious task in a nuclear submarine which is why there has been a delay in getting it back to sea.

Arihant’s issue has arisen soon after INS Chakra, the nuclear submarine leased from Russia, was reported to have suffered damage to its sonar domes while entering the harbour in Visakhapatnam in early October. However, INS Chakra has only a peripheral role in the nuclear triad, for both training and escorting, since it is INS Arihant that would carry nuclear missiles.

The absence of Arihant from operations came to the political leadership’s attention during the India-China military stand-off at Doklam. Whenever such a stand-off takes place, countries carry out precautionary advance deployment of submarine assets. INS Arihant (Code name S2) came into the limelight on July 26, 2009, the day Gursharan Kaur, wife of Prime Minister Manmohan Singh, broke the auspicious coconut to launch India’s first nuclear-powered ballistic missile submarine in Visakhapatnam.

After that, the submarine was towed to an enclosed pier for extensive harbour trials from the dry docks at Ship Building Centre, away from public view. INS Arihant was quietly commissioned into service in August 2016 and its induction is still not officially acknowledged. It is powered by an 83 MW pressurised light-water reactor with enriched uranium.

WTF man? A next gen nuclear sub was damaged 'as water rushed in because a hatch on the rear side was left open by mistake'? Really? I thought a nuke sub would have adequate and foolproof warning systems if a hatch is found to be open before a dive!

Even my car has a warning system with a beeping red light flashing on the instrument cluster if any door is not shut properly before starting. And here we have a next gen nuke sub with no clue whether it is comprehensively sealed or not before diving into the murky depths of the ocean! Jeeez!

I dunno whether to laugh or cry! :shock:

This is already the 2nd time! The NDA government cancelled the same tender in 2014 before and back then it also was the same S. Korean OEM that caused issues:

The absence of minesweepers is probably the biggest threat. Once the harbors are mined even our Vikramaditya or Kolkata class make any difference.
This procurement needs to have the topmost priority.
Plus it has well been around 10 years since navy started looking for them. New technology and sensors might already have creeped in.
On a side note, idk why is there such a hullabaloo by the govt. terming everything as "Make in India"
Scorpene and minehunters and other ships were already supposed to be made in India projects even before 2014.
