Somehow, I am not comfortable with ammo manufacturing by the Indian private sector. Alternatively, GoI can bifurcate and club all ammo making OFs into two companies - say - Hind Ammo and Bharat Ammo and let them compete for MoD, MoH and state police contracts. In essence, it would be their conversion into two DPSUs. The competition will help improve their quality and deadline sticking capability. Some sort of independent quality control mechanism is also required because OFB's in-house QA/QC mechanism is broken and inefficient.

Production of ammo is linked with heavy accountability and risk factor especially when India has so many terrorist activities, insurgencies and maoist activities going around. Barring ammo manufacturing, rest all functions of OFs, including and especially rifle/gun manufacturing should be up for grabs by private sector IMHO.
The chances of pilferage are lower in the private sector. The contractor will ensure very good security. The CISF can be used for security.

Insurgency etc are not related to private production. In fact there is a pilferage from government factories also which is harder to control as government servants are not accountable.

In addition, the dysfunctional behaviors that result from drug abuse may interfere with the functioning of a normal person in the family, the workplace and the wider community. Because drug abuse and addiction have so many dimensions and disrupt many aspects of the life of an individual, the treatment is not simple. Effective treatment programs typically incorporate many components, each directed to a particular aspect of the disease and its consequences.
Drug treatment must help the individual stop using drugs, maintain a drug-free lifestyle, and achieve productive functioning in the family, at work and in society. Because addiction is a disease, most people just cannot stop using drugs for a few days and be healed. Patients usually require long-term or repeated episodes of care to achieve the ultimate goal of sustained research and clinical practice demonstrate the value of continuing care in the treatment of addiction, with a variety of approaches have been tested and integrated in residential and community settings.
As we look to the future, we will exploit the new search function and gene expression (ie, epigenetics), which are heralding the development of personalized treatment interventions. These findings will be integrated with current data supporting drug abuse and addiction the most effective treatments and their implementation, which are reflected in this guide.

After a major racket involving recruitment to the Indian Army was exposed recently, about 16 coaching institutes that impart training and coaching for those wishing to join the army have come under the scanner. The Special Task Force (STF) and crime branch police are now probing 16 of about 50 such institutes in the city. The move comes as fake documents were submitted by some unscrupulous elements seeking entry into the army.

Security agencies found that apart from submitting fake documents and residence certificates, mark-sheets and domicile proofs, some candidates even managed to procure fake Aadhar cards.

During the course of interrogation of some of the candidates using fraudulent means for joining the army, names of some private coaching institutes were mentioned, SP (crime) Surendra Pratap Singh said. He said that one candidate who had earlier been turned down on medical grounds managed to sneak in a proxy candidate from Jaipur to take the medical test on his behalf.

There are coaching centers for NDA as well (couple of them I know are in my area). How can a "coaching center" develop "leadership qualities"??

I have questioned NDA recruitment process before on this board. NDA recruitment is part of the elitist culture of Indian military. There is a urgent need to get out of it. It was suited to British military which had to impose its officers on foreigners. There is no such need for local officers.

The true officer qualities are strength of character and strength of conviction; and not just ability to speak English.

+ all officer must have a technical bent of mind as equipment keeps on getting more complex. Our forces lack (both officers and soldiers) people with technical bent of mind.

The IA takes on targets during Annual Range Classification of human size (Fig 11 target) and face and helmet seen size (Fig 12 target) at 300m for rifles and 500m for LMGs without scope.

And for snap shooting, Fig 12 tgt is shown for a fraction of time and one has to fire on it before it disappears.

Japan To Help Strengthen India's Military Prowess

India is very much interested in Japanese military technologies. This was stated by Manohar Parrikar - Minister of Defence of India on the eve of his official three-day visit to Japan.

On the 30th of March, in Tokyo, Parrikar already met with Japanese Prime Minister Shinzo Abe and held talks with his Japanese counterpart — General Nakatani. As it became known to journalists, during the meeting, both sides have expressed satisfaction over the development of bilateral ties in the defence sector.

Particular attention was paid to activities of the Joint Working Group (JWG) on Defence Equipment and Technology Cooperation.

The first results of meetings between the Japanese and the Indian Defense Minister indicate that India is interested not only in the purchase of modern weapons but also in acquiring technologies for their manufacturing.

As noted by Manohar Parrikar, Japan is governed by strict rules in its export of weapons and military technology. Only in the year 2011, Japan's parliament lifted a ban on the supply of arms to other countries. This ban was active for 40 years, barring Japanese arms manufacturers from participation in joint projects for the development and production of weapons systems along with other countries and exports of military technology. It is noteworthy that India became the first country to which Japan agreed to sell its defense products – the patrol amphibious aircraft US-2, after the lifting of the ban on arms exports.

Emphasizing Delhi's interest in developing relations with Tokyo, Manohar Parrikar said: "We are looking at all kinds of defence cooperation with Japan in all fields".

Earlier, India announced of its plans to produce at its shipyards submarines based on international designs. Shipbuilders from France (DCNS), Germany (HDW), Russia ("ROE") and Spain's Navantia have already expressed their willingness to participate in this tender which is valued at $ 8 billion.

India is eyeing with interest the Japanese diesel-electric submarine of the Soryu class, which is considered as one of the best modern non-nuclear submarines.

Delhi had already agreed to procure 18 Japanese air-sea rescue amphibian aircrafts — US-2 for its naval forces. And presently, in course of the Indian defence minister's visit to Japan, it is quite likely that prospects for a licensed production of these aircraft to Indian companies will be discussed.
