I think turning "Emergency landing strips" into actual temporary austere airbases will require a fair bit of investment in equipment and training. But it's probably something that needs to be done to survive PLA's long range fires.

The images of this area in GE are a goldmine, quite recent and exquisite resolution. I could estimate around 1600-1800 vehicles (including trucks, tanks, artillery, SAM systems etc) - should be worth multiple CABs. Also this area has been imaged quite frequently so you can do a historic comparison too.
