My take :organisations owned and controlled by the Government of India / State Government” will now have to get prior approval from the ministry of external affairs if they want to hold online international conferences or seminars on subjects related to “security of State, Border, Northeast states, UT of J&K, Ladakh or any other issues which are clearly/purely related to India’s internal matter/s”.
When was the last time IITs and IIMs were having serious discussion on above mentioned issues. Simply trying to manipulate people. Thats my opinion.Narendra Modi’s government has launched what can only be described as a mini “surgical strike” on academic freedom in Indian universities, IITs, IIMs and other such educational institutions

Not good, there are many organizations that are of good intent that would like to discuss about the mentioned topics(like Lit fests where Major Gaurav Arya and other noted ex servicemen spoke about Kashmir), it would have been fine had it been limited to J&K and Ladakh but for some reason they included scientific seminars which will inevitably contain sharing of data(the word "sensitive" can include anything), and the most important thing one must remember is that govts come and go but these things stay forever today it may be used by a government that you support but what if some different government comes up tomorrow and uses the same rules to prevent you from discussing what you want.OOT but can anyone tell if this is good or not?

They can always take permission. They are fully fundded by GoI. Internal Intelligence should be ramped up to prevent anti-national seminars from taking place and the organizers of such seminars/events need to be taken to task using the existing laws/rules, putting a virtually blanket ban on all seminars is going to be extremely counterproductive for Scientists and Scientific research in India especially when a heavy boost is needed in this field.
