read the crux and you decide.:
organisations owned and controlled by the Government of India / State Government” will now have to get prior approval from the ministry of external affairs if they want to hold online international conferences or seminars on subjects related to “security of State, Border, Northeast states, UT of J&K, Ladakh or any other issues which are clearly/purely related to India’s internal matter/s”.
My take :

Narendra Modi’s government has launched what can only be described as a mini “surgical strike” on academic freedom in Indian universities, IITs, IIMs and other such educational institutions
When was the last time IITs and IIMs were having serious discussion on above mentioned issues. Simply trying to manipulate people. Thats my opinion.

If you want to criticize Indian state , you can do it internally , Gather enough people

Will we be better prepared next time? Is the next question coming to my mind. General Shawstein will probably say no, because going by him by 2023, China will be doing algorithmic war. I for one will want to see what it looks like.

Sawhney and Shukla are at their wits end now! They are trying to change the narration that India has edged out and will patrol only up to west of Finger 4, while staying silent on PLA being restricted to the east of Finger 8. Sawhney's Pakistani fanboys are getting restless and have been disappointed.

Not good, there are many organizations that are of good intent that would like to discuss about the mentioned topics(like Lit fests where Major Gaurav Arya and other noted ex servicemen spoke about Kashmir), it would have been fine had it been limited to J&K and Ladakh but for some reason they included scientific seminars which will inevitably contain sharing of data(the word "sensitive" can include anything), and the most important thing one must remember is that govts come and go but these things stay forever today it may be used by a government that you support but what if some different government comes up tomorrow and uses the same rules to prevent you from discussing what you want.
Internal Intelligence should be ramped up to prevent anti-national seminars from taking place and the organizers of such seminars/events need to be taken to task using the existing laws/rules, putting a virtually blanket ban on all seminars is going to be extremely counterproductive for Scientists and Scientific research in India especially when a heavy boost is needed in this field.

Indian Army was doing policing work at lac.
Their are hell lot of expenses to maintain army in mountains
What we will gain in escalating standoff
We were just standing face to face and nothing else.

They can always take permission. They are fully fundded by GoI. GoI has all the rights to dictate it.

This is a wrong comparison.

Licence Raj had nothing to do with narrative control. It was an hinderance to economic growth; was continuation of old feudalism.

With increasing power and stature it is religious duty of the government to control academic institutes it funds and set the rules of their engament with foreign entities. Giving an open access to any entity on various subjects, be it is economy, internal security, social and political environment or religion tantamount to giving free right to our Intellectual property. On top of that how these inputs are used against us is not a secret anymore.

Setting rules of the academic exchange especially when everything is twisted to look negative and despondent by both the participants is a must have check.

Also it is not something which only India is doing. Americans have been doing it for many decades. This is protectionism and we are still way behind all of them.
