Hope this and the earlier policy to ban Chinese students in research positions will end the enormous leak of intellectual property and technology USA has been facing because of Chinese military using their assets in the USA. Looks like a policy was in place earlier itself

Yes they are banned from emigrating since they are part of the Nepali Communist party. But it does not mean a visa ban, recently Pinarayi went to the US for medical treatment (no Communist leader anywhere ever goes to China for treatment)

Somewhat similar to the Pakis, they rant against India but wanted to be operated by only Indian doctors. Given that most of the Paki pilot licences are fake, soon Pakistani airlines may want to hire Indian pilots only.
