But whats the time frame to launch the mentioned satellites?
I came to know that in 1991 US iraq conflict US (or may be russia) launched 12 spy satellites in that time period.

These satellites were scheduled to be launched before end of 2021 but now the launch timeline will move ahead because of Covid. Also we manufacture less rockets.

I think the west opened it's economy to chinese manufacturing would be a more accurate portrayal. The only thing China makes easy for western companies is to make stuff there. Their IP gets stolen and exported under Chinese labels for their troubles.
