You do know that capacity building is not done overnight, the govt is doing what it can with limited budget to revive infrastructure and give troops adequate weapons to hold on China. To take on China that itself will take lots of time and more money. As it is public wants good fight where we get no casualty and life goes on normally. As if some cricket match we come and check score.
