The problem is IAF is hell bent on MRFA.
That is for the govt to set right.. Govt should not just rely on IAF to spell out the correct requirements. The DoMA and CDS should create a dedicated dept of Defence procurement empowered enough to make recommendations based on capability requirements for each services. It should include experts, members from the forces to bring out a white paper time to time on the national capability mix required, be agile to global technology shifts and set the vision. I am not hopeful this will ever happen, so Govt will keep on playing dodgeball with IAF.

Difference b/w HAL and Dassault caused the collapse of MMRCA and due to disagreements with HAL, Dassault choose Ambani
As far as I remember DRAL JV was done for the Offset obligations fulfillment and not so much for joint production of Rafale. With HAL they had disagreements on who will hold the liability in case of failure of HAL produced Rafales. But that was some time ago, Dassault should re-evaluate HAL now. TASL seemed a good pvt option but I doubt they would move to french camp. other players have no exp at all.

It is just my thinking that if the program is too costly for the government then they should cancel it upfront by saying the obvious. Why this confusion?
what ever the number, it will be spread over 10-15 years. but in IAF’s case they have Tejas programme to support and later AMCA, which means annually 1-2 billion $ of capex blocked for aircraft acquisition itself.

IAF also has non-aircraft related capex in terms of infra upgrades, this cost is also on par with aircraft acquisition costs.

Even the American one US army has ordered in limited quantities to do feasibility testing. They might reject after testing if they are not useful enough.
For Eg: US marines/army rejected the boston dynamics robots for now, since they only found there use in special ops scenario, but they were too loud for such ops. In future if they improve, they might consider it.

What are you expecting from Offsets ??
Dassault wanted DRAL to assemble Rafale if GoI choose 100 rafale aircraft during that time, not HAL
TASL zero issue with French
Dassault already worked/working with HAL, and now considering Private companies due to quality, and there is no need for reevaluation, if GoI have zero issue with quality then Dassault have zero issue with HAL
