Given that the land-based AAD/Ashwin ballastic missile interceptor has been tested and validated multiple times against a modified Prithvi missile mimicking a SRBM, all of which have been successful, I see no point in the Naval variant of the AAD being tested against an electronic target, unless its significantly differs from its land based counterpart.Seeker/sensors are either pre-programmed or fed test coordinates mimicking a target (here, an incoming BM) to validate missile kinematics and performance.
Basically saying the missile wasn't tested on an actual ballistic missile but a "simulated" one.
