In continuous pursuit of self-reliance in defence manufacturing and to minimise imports by DPSUs under ‘Aatmanirbhar Bharat’, Ministry of Defence has approved another list of 107 strategically important Line replacement Units (LRUs)/sub-systems with a timeline beyond which there will be an embargo on their import. These will be indigenised in the coming years and will only be procured from Indian Industry after the timelines indicated against each of them in the list. Indigenisation of these items will be taken up by DPSUs under ‘Make’ category. ‘Make’ Category aims to achieve self-reliance by involving greater participation of Indian industry. Projects involving design and development of equipment, systems, major platforms or upgrades thereof by the industry can be taken up under this category. DPSUs will offer these identified LRUs/Sub-systems for industry led design and development. This will be a great opportunity for the Indian industry to get integrated in the supply chains of manufacturing major defence platforms.
The indigenous development of these LRUs/Sub-systems projects will bolster economy and reduce the import dependence of DPSUs. In addition, it will help harness the design capabilities of domestic defence industry and position India as a design leader in these technologies.
This list is in continuation to the Positive Indigenisation List of 2,851 sub-systems/Assemblies/Sub-Assemblies/Components which had been earlier notified by Department of Defence Production, Ministry of Defence on December 27, 2021.

Indigenisation of these items will be taken up by DPSUs under ‘Make’ category. ‘Make’ Category aims to achieve self-reliance by involving greater participation of Indian industry. Projects involving design and development of equipment, systems, major platforms or upgrades thereof by the industry can be taken up under this category. DPSUs will offer these identified LRUs/Sub-systems for industry led design and development. This will be a great opportunity for the Indian industry to get integrated in the supply chains of manufacturing major defence platforms.
The indigenous development of these LRUs/Sub-systems projects will bolster economy and reduce the import dependence of DPSUs. In addition, it will help harness the design capabilities of domestic defence industry and position India as a design leader in these technologies.
This list is in continuation to the Positive Indigenisation List of 2,851 sub-systems/Assemblies/Sub-Assemblies/Components which had been earlier notified by Department of Defence Production, Ministry of Defence on December 27, 2021.

AVCS
Particle Separator.
AVCS is there for ALH and LUH. Now both the platform are of different weight category and design. The system on use in ALH can't be implemented in LUH. Means, even if it succeeds in ALH, LUH has to undergo extensive tests with it. Same way Particle Separator for LUH means another series of testing for these birds.
Now time line fixed for indigenization for these equipment is of 27 which means we would not see mass order of LUH till then. On other hand when I said that ALH is still undergoing tests, people here were making fun of that comment.
Lets assume we order 300 LUH now. For that we would have to order equal number of these subcomponents along with spares. Now if we place this order today, delivery of copters would start by 2024 and assuming 60 helis per year, it would be completed by 2029. So the exchequer would have to keep a buffer order of these subcomponents and spares till 2030 minimum provided we complete every trial and certification by 2028. But again we cant ground the first ordered lot within 4 years of flight. So in all probability the upgradation and changes would happen by 2030. Which means we have to again place another order of foreign based subcomponents for around half of those helis.Why not? Cant sub systems be replaced later?

In continuous pursuit of self-reliance in defence manufacturing and to minimise imports by DPSUs under ‘Aatmanirbhar Bharat’, Ministry of Defence has approved another list of 107 strategically important Line replacement Units (LRUs)/sub-systems with a timeline beyond which there will be an embargo on their import. These will be indigenised in the coming years and will only be procured from Indian Industry after the timelines indicated against each of them in the list. Indigenisation of these items will be taken up by DPSUs under ‘Make’ category. ‘Make’ Category aims to achieve self-reliance by involving greater participation of Indian industry. Projects involving design and development of equipment, systems, major platforms or upgrades thereof by the industry can be taken up under this category. DPSUs will offer these identified LRUs/Sub-systems for industry led design and development. This will be a great opportunity for the Indian industry to get integrated in the supply chains of manufacturing major defence platforms.
The indigenous development of these LRUs/Sub-systems projects will bolster economy and reduce the import dependence of DPSUs. In addition, it will help harness the design capabilities of domestic defence industry and position India as a design leader in these technologies.
This list is in continuation to the Positive Indigenisation List of 2,851 sub-systems/Assemblies/Sub-Assemblies/Components which had been earlier notified by Department of Defence Production, Ministry of Defence on December 27, 2021.
Lets assume we order 300 LUH now. For that we would have to order equal number of these subcomponents along with spares. Now if we place this order today, delivery of copters would start by 2024 and assuming 60 helis per year, it would be completed by 2029. So the exchequer would have to keep a buffer order of these subcomponents and spares till 2030 minimum provided we complete every trial and certification by 2028. But again we cant ground the first ordered lot within 4 years of flight. So in all probability the upgradation and changes would happen by 2030. Which means we have to again place another order of foreign based subcomponents for around half of those helis.
This on other hand would effect the whole budget of IA/IAF which would mean asking them for more budget then the prescribed one. In all, the whole operational cost of LUH would increase exponentially.
Why can't the indigenised, tested and certified component be phased in at a later stage as and when the in-use and spares inventory deplete? The additional cost in that case is the upfront import costs, but kicking down the project timeline by 5-7 years is a worse thing, imo. If the indigenous product is ready by 2029 who says to stop the use of imported ones altogether. They can be replaced as and when required. Only caveat can be a higher inventory costs during the transition phase with having to keep both the type of spares at the maintenance hubs, but that's nothing when compared to the project itself dying a slow death.Spare order book of Cheetah and Chetak is already full. LUH would come before 2027, but in limited numbers. We would see gradual increase in their numbers just like ALH as more and more components gets indigenized.
