AFAIK HAL paid out of their pocket for the development of LCH and LUH, both of which have seen foot dragging on significant orders. Having the same thing happen to IMRH could be devastating to its balance sheet.
It was poor decision IMHO to pay out of pocket for 15 LCH lsp. Company funds could have been used towards something like foldable rotors & tailboom for alh or some experimental rotor design which would reduce either sound or downwash. Or even an alh prototype to validate digital fly-by-wire control or some other di-risking project.

There is no guarantee that they would have got a return on that investment either - its not like LCH and LUH are not required by the armed forces, they are still dragging their feet.

You are telling me folding tail boom & main rotor blades for alh wouldn't have paid dividends. Or a digital fly-by-wire system or new rotor blade design wouldn't have given imrh an upper hand. Did X2 td paid dividends for sikorsky or not.

You can wish all these but there is no precedence and DPSUs cannot take such risks.
Part procurement for LSP of LCH was started even before LOI was signed for it with internal funding of HAL. So precedence was already set.

Whether HAL WOULD go forward with IMRH prototype building without any approval from MoD is one thing, but if you ask whether HAL COULD go forwaard with it without approval? Answer is Yes.

Yes. When government does not pay upfront for R&D, does not place orders when the product is developed and sometimes does not even pay for delivered aircraft - that sort of behaviour does not encourage technical innovation of any type. Something you would never see happen in the US (so no point comparing).

There was a tender by RCI to supply hypersonic wind tunnel model of "KV"
and there was another tender to supply KV wings which is made of titanium.
It's hypersonic , it has moving control surfaces , it's not a kill vehicle ,nor re entry vehicle , not hgv .

Only option , stealth hypersonic uav like HAVA
