Haven't Russian politicians been saying all the time that there are no plans for an invasion? Even some Ukrainian politicians have said that there are no more Russian troops than usual and that they are constantly conducting exercises.

This is a classic case, of Russia trying to use Compellance to get what it wants.. Anyway, there is no need for invasion, if threat of invasion does the trick..
But, this has largely failed, and any future Russian demands backed by a military buildup will carry less force.. By the way, 100 TBG on Ukraine border is an overkill, if deterring a Ukranian attack on Donbass is the Russian intent..

Coercion is used not only by Russia, but also by any country that has the capacity to do so. The classic example is the United States with its military and economic power. And Europe - with its economic power in the form of sanctions.
But the game isn't over yet. There was no strict "No" answer from the USA. As there was no response from Russia. I don't think that Putin hoped to "coerce" through exercises.
