I don't think so. I think there will be changes in senior management across the board. HAL should be in line too. Mr Chander is just the start. The government wants to deliver and wants to see dynamism.

I am personally in support of DRDO despite the flab and government culture as this is one organization which matters the most for security of the country. DRDO must be supported to the hilt. It is the industries like OFB and HAL where government needs to rethink its role. India must have competition in every single product. There should be no monopoly.

India finally gets indigenous Light Combat Aircraft Tejas

BENGALURU: In a quiet ceremony on Saturday that kept the shutterbugs and journalists out, Hindustan Aeronautics Limited (HAL) handed over the Tejas Series Production-1 (LCA-SP1) to defence minister Manohar Parrikar and Air chief marshal Anup Raha here.

The aircraft will now be finally used by the Indian Air Force (IAF) which has had a long frustrating wait to get the plane that was first conceived 32 years ago.

The LCA-SP1 flew for the first time on October 1, 2014 commanded by Air Commodore (retd) K A Muthanna and is in its initial operational clearance (IOC) configuration and not the FOC (final operational clearance), which is expected only early next year.

This version of the aircraft will lack the latest electronic warfare suite, which was integrated into one of the LCAs two weeks ago, mid-air refuelling and long-range missiles capabilities, among other things that the FOC-configuration aircraft will boast of.

LCA flies with new-generation electronic warfare system

The TOI had reported last week that the aircraft has been ready for two months and that it would be handed over this month. Parrikar had, in December, told Lok Sabha that LCA would come by March. However, by March HAL will be ready with the second one, also in the IOC configuration.

HAL Chairman R K Tyagi told TOI that the aircraft (SP1) has flown five sorties in different configurations testing various equipment.

I draw the conclusion from the remark Mr. Prikar maid in his interaction that he wants DRDO to be heafed by yenger generation who have urge to do the things.
And is coming in light , from media reports, that Mr. Chander was behind identifying and closing projects which DRDO could not deliver.
DRDO needs to understand that no one alse will deliver than DRDO for India to they better get to the task and focus on greater R&D activities.

The first Tejas were actually inducted back in Dec of 2011 ..

HAL is seeking approval from government to ramp up the production rate from 8 to 16

As reported in these columns earlier, HAL had submitted a proposal to MoD for augmenting the production of Tejas from eight per year to sixteen. "We have submitted the proposal at the cost of Rs 1200 crore and are hopeful of completing the process in 30 months," an HAL director said. He said the Company is seeking no funding from government for the augmentation of Tejas series production. "We will fund 50 per cent of the total cost with the remaining 25 per cent each expected to come from the IAF and the Navy," he added. Parrikar is also expected to be brief about the record number of patents being filed by HAL in the last 2 years. "In 2012-13 we filed 71 patents and in 2013-14 it stood at 209. In 2014-15 alone we have filed 773 patents and this shows the shift in HAL's focus towards excellence in multiple areas," the director said. HAL is also lining up a flying display of Tejas, Dhruv and LCH for the minister.

And why is HAL still waiting for GoI permission to increase production from 8 to 16? Why was permission not given from Dec. 2013 when IOC-2 was achieved?

HAL needs just 200 mil USD for that project. $ 100 mil from internal fund and $100 mil from IAF and IN shared equally.

Is the production stabilized at the current assembly line? HAL needs to remove bottlenecks and streamline production. The current facility can churn out more than 8 planes per year given assembly time of 7 months per plane. I guess that a production rate in excess of 10 is possible with the current facility.

The only order released so far is 20 IOC-2 planes. The order for 20 FOC planes will be released after FOC. I think the project will definitely gain momentum after FOC. One more critical issue is BVR missile integration with Tejas.

Tamilmani likely to be interim DRDO chief

K. Tamilmani, Chief Controller of Aeronautics Cluster in the Defence Research and Development Organisation (DRDO), is likely to become the interim head of the organisation, succeeding Avinash Chander, who was asked to step down after the government suddenly ended his contractual term.

Dr. Tamilmani, the senior-most of the seven cluster heads in the DRDO, is the Director of the Centre for Military Airworthiness and Certification (CEMILAC), Bangalore.

Government sources indicated on Friday that a proposal to de-link the position of Scientific Adviser to the Defence Minister from the Director-General, DRDO, was under consideration as part of a major overhaul of the organisation, which has faced criticism on account of time and huge cost overruns in key defence projects. Currently, the DRDO chief acts as the Scientific Adviser to the Defence Minister.

Defence Minister Manohar Parrikar acknowledged that it was his decision to terminate the contract of Dr. Chander as he believed a "younger person should be heading the DRDO and not someone on contract." He said the senior-most cluster head would be the interim head.

Dr. K Tamilmani, has taken over as Director General - Aeronautical Systems with effect from 02 Sep 2013. Earlier he has served as the Chief Controller R&D (Aero) from 1st March 2013. He received Degree in Aeronautical Engineering from MIT, Chennai, Postgraduate degree from BITS, Ranchi, MA (Defence Studies) from Madras University, MBA (HRD) from IGNOU. He was conferred Doctoral degree in Defence and Strategic Studies by the University of Madras. His research work focused on the Military Technology Dynamics and its implications on National Security.

Dr Tamilmani was Director, Centre for Air Borne Systems (CABS), Bengaluru before being appointed as the Chief executive (Airworthiness), CEMILAC, on 1 January 2007 and CCR&D (Aero) from 1 March 2013.

As CC R&D (Aero) for the aero cluster labs, viz., ADA, ADE, ADRDE, CABS, CEMILAC, DARE and GTRE and as Chief Executive (Airworthiness) of CEMILAC, he is steering defence research and aero product development and the airworthiness certification of all development programmes of national importance, viz., LCA (Tejas), ALH and IJT. He is a strong believer in indigenisation and continues to play a leadership role in several indigenisation initiatives of many airborne systems/stores.

Dr Tamilmani has received many awards and honours for his work including the DRDO Outstanding Contribution Award in 1992 and again in 1995. He also received the Prof. VM Ghatge Award by the Aeronautical Society of India (AeSI) in 1995 for his significant contributions to the indigenous Air Borne Early Warning (AEW) programme. Further he had been awarded the National Aeronautical Prize for the year 2007 by the AeSI and also received the MIT Alumni Award 2007. He was also conferred with DRDO's Agni Award for Self Reliance-2008. He is also the recipient of DRDO's prestigious Technology Leadership Award-2011 from the Hon'ble Prime Minister of India Dr Manmohan Singh on 31 July 2012.

Dr K Tamilmani is a fellow of AeSI and presently holds the position of Vice President in the National Governing Council of AeSI. He has been nominated by the Governor of Karnataka as a senate member of the very prestigious Visvesvaraya Technological University (VTU), Belgaum. He has also been recently nominated as Chairman of the Board of Governors for the esteemed Madras Institute of Technology, Anna University, Chennai, Non-academia member in the Board of Studies in Defence and Strategic Studies, University of Madras, Member, Governing Council, CMR Institute of Technology, Bengaluru.

Do this order for Tejas means that India gives up to buy the french Rafale?

This is not a new order no links to Rafale.
This is a long awaited order we have been waiting desperately.
We need 200 odd tejas as we have Migs on the verge of retirement.
Rafale is yet not cancelled but I hope it will get cancelled , giving oxygen to Tejas MKI and MKII .
Su MKI MIG 29 and Tejas should the increased and improved instead of Rafale.

Congratulations for Finally getting Tejas delivered! Back in the 80s Mirage III was my favourite plane, great to see that it's legacy lives. ..

Like Arjun will go for CLGM which is reported to be sucessful, Tejas will follow the same suit and will be armed with Astra in coming days ..

Navy will go for Debry and their LCA are not called Tejas ..

One more critical issue is BVR missile integration with Tejas.
