Recently saw some episodes of "CNBC Make in India defence deal". It showed many private companies indulged in defence related work. And almost all of them were compalining about not being allowed to develop thier own "Intellectual property".
Can anyone please explain what is an "Intellectual property "?

Amidst reports that the Indian Air Force (IAF) is looking to dump Light Combat Aircraft (LCA) Tejas and instead opt for single engine fighter jets, the Hindustan Aeronautics Limited (HAL) has scaled up production to manufacture more aircraft at its Bangalore Complex. The defence PSU which has an order to manufacture 83 Tejas MK -1A aircraft has scaled up the production to manufacture 15 aircrafts annually from the earlier eight aircrafts at the Bangalore Complex. It has also set up a second assembly line to meet the target. “We are on schedule to meet the order to manufacture 83 Tejas MK -1A aircraft and have already started to speed up the production of the aircrafts from 8 to 15 per year. A second assembly line has already been set up for this where the existing Hawk trainer aircraft hangars would be used for the Tejas’ production,” an HAL official told Bangalore Mirror. The official added that HAL has already manufactured and delivered the Hawk aircraft to the IAF and the Indian Navy. The PSU had a total order of 123 Hawks from the IAF and Indian Navy in addition to 22 aircraft for the Surya Kiran aerobatic team.The LCA project is one of the most delayed indigenous defence projects with the Ministry of Defence initiating the project way back 1980s to replace the ageing MiG-21s. However, Tejas has been delayed for several years and, only in July 2016, was it inducted in the IAF. Only five aircrafts have been inducted into the IAF’s No 45 Squadron so far and the LCA has only attained the Initial Operational Clearance (IOC). The IOC aircraft are armed with Close Combat Air-to-Air Missiles, Helmet Mounted Displays and Precision Guided Weapons like Laser Guided Bombs. These aircraft are also capable of dropping unguided bombs with much higher accuracy due to highly advanced indigenous mission computer. The LCA is yet to get Final Operational Clearance (FOC). The FOC aircraft would incorporate Beyond Visual Range (BVR) missiles, improved and better stand-off weapons and air to air refuelling capability. IAF is also pitching for additional LCA Mk 1A which would incorporate new generation Active Electronically Scanned Array (AESA) Radar with simultaneous air-to-air and air-to-ground capability, an integrated advanced Electronic Warfare Suite, advanced versions of air-to-air and air-to-ground weapons and maintainability improvements. HAL said that the FOC is planned only by the end of 2018. An HAL official said that the PSU, which also operated the HAL airport where 45 Squadron is based out of, has been provided with a new tarmac for carrying out day and night operations and further enhance the capabilities of the aircraft before it attains FOC. Meanwhile, the IAF is said to soon issue a Request for Information (RFI) for acquiring 114 fighter jets. The IAF is said to prefer these jets instead of the advanced version of the Tejas due to its limited capabilities. It means that defence companies can't own any design or patent any technology for themselves. It belongs to India and notvto the company. India can hand over the technology to another company to produce the same goods if necessary.

So basically it means that we have private partcipation in defence sector close to null.

As I keep thinking about this - a lot of vocabulary comes to my head regarding the armed forces - none of them good. Now I can't honestly blame the jawans risking their lives for the country - but the officers - they can go ...............

You have to understand what is "Intellectual Property"! Intellectual property is claiming your ownership of certain type of knowledge, idea or concept by PUBLICIZING a part of the technical details of this property. In defense industry, almost every single technical detail is kept secretly. So, no one can register a weapon design or making method as an "intellectual property" as no court can help you get compensation if you refuse to reveal your own secret first.

In defense industry, almost every single technical detail is kept secretly. So, no one can register a weapon design or making method as an "intellectual property" as no court can help you get compensation if you refuse to reveal your own secret first.
Inaccurate description.There are 4 types of Intellectual Property. 3 types Trademark, Copyright & Patents need public disclosure.One type is trade secrets which by definition have expectation of secracy. Trade secrets have legal protection.Extent varies from country to country.

Private sector participants is different from private sector owner of defence technology. Private sector only exists to manufacture. Private sector can't sell its technology to a proxy firm opened by Saudi Arabia funded startup or charge royalty charges when India needs the goods manufactured en masse for war.

IAF Southern Command chief flies Tejas

BENGALURU: Just days after reports on the IAF giving a thumbs down to advanced versions of Light Combat Aircraft (LCA) Tejas, Southern Command chief Air Marshal RKS Bhadauria, on Tuesday flew a 30-minutes solo mission on the indigenous fighter aircraft.

Bhadauria flying the aircraft, a ministry of defence (MoD) statement read: "Gave a fresh impetus to the induction and operationalization of the indigenous fighter jet."

"No 45 Squadron, "The Flying Daggers", the first squadron to be equipped with Tejas LCA in July last year, played hosts to the Air Marshal, an accomplished fighter pilot, who is also an experimental test pilot," the statement read.

Bhadauria, who has more than 4,000 hours of flying experience has over 100 sorties of test flights on the Tejas aircraft.

"Ever since he took over the reins of Southern Air Command, Bhadauria has been pushing both, the Aeronautical Development Agency (ADA) as designer and Hindustan Aeronautics Limited(HAL) as manufacturer of Tejas, for early operationalisation of this fleet," the statement added.

The Flying Daggers squadron, which is expected to move to its permanent location at Sulur, near Coimbatore in Tamil Nadu next year, is presently involved in training of air and ground crew, formulation of procedures and realization of the operational potential of the aircraft.

With the induction of an additional assembly line, HAL is all set to ramp-up the production rate in order to make good the promised delivery schedules, while designers at ADA are working on completing all activities pending towards the Final Operational Clearance, which will give the Tejas more teeth and fire power.




"Design activities on the improved version, Tejas Mk IA, are already underway. The heads of design and production agencies appreciated the flights by Air Mshl Bhadauria, which are seen as major gesture by the IAF to appreciate the efforts by the design and production agencies, as well as an affirmation of the continued support to this indigenous initiative," the MoD statement added.

"Apart from the much appreciated participation in the Republic Day Flypast in January this year and the Air Force Day Flypasts for the last two years, the squadron has also undertaken detachments at operational bases to test the weapon capability of his agile fighter aircraft," the statement read.

All of the armed forces and MOD are procuring weapons in the blind. There is no capability assessment at a strategic level. Due to lack of a Chief of Defense staff, lack of coordinated geographical commands, all this procurement of foreign equipment is just on an ad hoc basis and for counting numbers.

There has to be joint commands established through out the country like it is done in port blair, A&N islands. If that was the case, MoD people would know what is the combined capability of that command instead of army, AF and Navy individually assessing what is the required capability for each of their forces.
If that was there then things would have been different. For eg. why would IAF look out for the interdiction capability if it already exists with Navy in that command. They can prepare for battle at a command level utilizing capability of each other. US already has geographical commands and now China is also doing it.

If it had been done, the Tejas would not have been the scape goat here, a lot of tax payers' money would have been saved and also Tejas could have had additional funds for its research and development.
