This is the thing. They will not share critical technologies of course. But you can use them for your own projects. Like TUSAŞ uses its Malaysia and Indonesia r and d center for non critical parts. Or as tei uses ge Türkiye for non critical areas. A company if it does not produce an engine on its own, it may not have necessary number of engineers. It should have use its own experienced engineers for critical parts and for non critical parts it can use other r and d institutes like ge Türkiye. They may also help your new engineers to gain experience and you can use that engineers later.Will it have actual engine R&D or peripheral & supporting R&D? There are many large design 7 R&D centres of Intel & even GE in India but neither has actually helped India in developing its own physical product of chipset or engine. Yes, it does improve skillsets in design & gives slightly more indepth knowledge for engineers who can then be recruited by government R&D agencies but their knowledge is limited to non critical technology
And if you pay enough,you can get their chief engineers to your own companies.
