It is all about the lobbies. One smart thing that the Turkish government did was to emphasize defense as an industry and eliminate anyone lobbying for foreign weapons. Turkey's aspiration is to return to the position it held during the Ottoman era. Indian aspirations are not to become a power but to simply have peace around and keep the family institution going without any insulation from external aggression.
This short-sighted thinking strategically is due to the pacifist attitude and disinterest in the defense industry. Whatever we have developed is because of the aggressive follow-ups and vision of the PM, the Home Minister, and the former Defense Minister the late Mr. Parrikar.
The Indian government, no matter how nationalistic, will always have a focus on social development and freebies rather than military aspirations. It's how the post-1947 Indian psyche is designed.
Do not expect a proactive militarization of the mindset of Indian bureaucrats and ministers. The only way this is going to change is if China invades us and the PMO is forced to discard the IAS and rely on military generals. Once the military has some tangible success in such a conflict, the government will only then militarize.
Stronger, self-reliant military = greater limelight for the forces compared to the bureaucracy. Therefore the IAS ecosystem ensures that the defense remains hobbled and the military doesn't get more light than necessary.
Given how anti-militaristic the Indian establishment is, it's a miracle that we did not disband all indigenous projects before 2014.
